Disposal of surplus activated sludge is becoming a major environmental and economical problem within the European Union. Transposition of the Urban Wastewater Treatment Directive (91/271/EEC) and, in some cases, further development by EU-member countries of the Sewage Sludge (86/278/EEC) and Landfill of Waste (99/31/EC) Directives, along with the likely new development of a stricter Sewage Sludge Directive, define a legal framework with increasingly stringent treatment and disposal limitation which requires continuous additional investment and cost.
