Water Bank Recovery Services

Since its inception in 1996, the Arizona Water Banking Authority (AWBA), in partnership with CAP, has stored more than four million acre-feet of CAP water in the aquifers of central and southern Arizona. This water has been stored in underground storage and groundwater savings facilities throughout the CAP service area. CAP is responsible for recovering a portion of this stored water in support of: CAP municipal & industrial (M & I) subcontracts when there is a shortage in Colorado River water supplies, The Southern Nevada Water Authority Agreement, The Mohave County Water Authority Agreement

Wheeling Services

Wheeling involves using the CAP system to transport and deliver Non-Project Water. Project Water is defined as Colorado River water available to CAP, along with certain Agua Fria inflows captured in Lake Pleasant. Therefore, Non-Project Water includes any other water, and can include additional Colorado River water or imported groundwater. Wheeling is authorized in the 1988 Master Repayment Contract (MRC) between CAP and the U.S. Bureau of Reclamation (May 2013 Board Brief). The MRC includes specific provisions related to wheeling non-Project water, including the joint development of a standard form of wheeling contract. 

Regional Planning Efforts Services

CAP’s Resource Planning and Analysis Department combines subject matter expertise with extensive use of technical tools to perform a variety of long-range planning activities within CAP’s three-county service area. These activities include extensive supply and demand modeling for three Bureau of Reclamation-sponsored basin studies, analyzing the impact of shortage on supply reliability, and developing detailed projections of replenishment obligations for the CAGRD.
