Environmental and Social Impact Assessment is a procedure ensuring that impacts of project performance on environment and social community are taken into account before the decisions on these projects are made. EIA is a procedure required under the terms of European Union Directives 85/337/EEC and 97/11/EC on environmental assessment, and undert the terms of local regulation – Law on Environmental Impact Assessment, Republic of Serbia Official Gazette No135/04. EIA approval is a legal prerequisite for obtaining the construction permit and thereby accompanies preparation of Feasibility Studies and Preliminary Design of the particular plant. As required by applicable regulations, scoping and screening are performed at early EIA preparation process, ensuring that all the relevant information are made available to the stakeholders.

Chemical Accidents Prevention is one of the measures for preventing accidents involving dangerous substances established for all Seveso operators. Seveso operator, i.e. Facility which in operating activities has or can have dangerous substances in equal or higher quantities then proscribed, is a technical unit inside the complex where dangerous substances are produced, used, stored or handled. The facility includes all equipment, buildings, pipelines, machines, tools, internal tracks and depots, docks, unloading facilities, warehouses, or similar constructions, on water or land, which are required for operating the facility. In June 2010 new legal acts in the field of chemical accidents were adopted, defining the criteria, content, methodology and respective deadlines for implementation.
