Phase I Environmental Site Assessments

A Phase I Environmental Site Assessment uncovers any potential risk associated with the subject site and adjoining land, as defined by ASTM and/or AAI standards. Gabriel"s Phase I Site Assessments are offered in accordance with either the traditional ASTM E-1527-00 or the new AAI/ASTM 1527-05 standards.

Phase II/Soil Borings

When soil contamination is suspected, a subsurface investigation is the first step in evaluating whether the property requires cleanup. A Phase II Investigation generally consists of soil borings, laboratory analysis and data assessment. After the level and extent of contamination are established, the owner, buyer or lender (or occasionally the Illinois Environmental Protection Agency) decides if formal closure is necessary or desirable for the property.

Underground Storage Tanks (UST)

Underground Storage Tanks (UST) have been widely used throughout the country to store petroleum-based products. Since 1989, regulations have been in effect in Illinois to either safely upgrade these tanks or remove them, impacting the purchase and/or development of property. Today, formal closure with the Illinois Environmental Protection Agency (IEPA) does not necessarily require soil remediation or removal. Through their TACO regulations, official site closure is often much easier to obtain than in the past.

Removal Oversight Services

When an Underground Storage Tank (UST) must be removed, Gabriel can help make this process as easy and cost-efficient as possible.

LUST Closure

When an Underground Storage Tank (UST) leaks while it"s in the ground or upon removal, it"s known as a Leaking Underground Storage Tank (LUST). In this case, the Office of the State Fire Marshall declares the LUST Incident to the Illinois Environmental Protection Agency (IEPA). An IEPA case manager then takes over and monitors the situation. The IEPA keeps track of all open incidents.

LUST Program Reimbursement

Each state maintains its own LUST fund for reimbursement of cleanup of Leaking Underground Storage Tanks. Gabriel can help you cut through the red tape and expedite reimbursement.

NatLUST

Gabriel works with NatLUST to close your site and get funding more quickly. NatLUST provides liquidity using a simple financing technique. Rather than lending money to tank owners, NatLUST purchases the owner"s approved claims using a "two-step" payment process, paying either the tank owner or Gabriel as directed.

Site Remediation Program

The Illinois Environmental Protection Agency"s (IEPA) Site Remediation Program (SRP) is a voluntary cleanup program open to all non-petroleum contaminated sites. Remediation Applicants take part in this program in order to obtain review and evaluation services from the IEPA with the goal being the receipt of a No Further Remediation (NFR) letter from the agency. The site is then considered a closed, or safe, site.
