Solid Waste Management Planning and Implementation
Solid Waste Management Planning and ImplementationGBB prepares feasibility studies and solid waste management plans that address specific client objectives. Such studies often include the evaluation and in-depth analysis of waste management system components - to include waste characterization, collection, transport, storage, processing, and disposal. All of these areas are researched thoroughly, so that GBB can help communities and businesses implement an integrated management approach.
Municipal, Commercial, and Industrial Recycling
GBB has planned and implemented recycling and waste-reduction programs in major metropolitan areas and rural communities for Fortune 500 companies and small businesses. GBB has planned and procured recycling/processing facilities for residential and commercial waste streams by developing procurement documents and evaluating bids and proposals for equipment and services; providing sizing and siting recommendations; obtaining permits and environmental approval; and monitoring construction and acceptance testing.
Managing and Administering Operations
GBB has a broad array of experience, skills, resources, and a unique combination of strategic planning and hands-on management expertise. GBB staff has stepped in to manage and significantly improve solid waste management and waste-to-energy operations and facilities on both a temporary and long-term basis.
Collection and Routing
GBB conducts collection analyses for both large and small jurisdictions, including evaluating existing collection equipment; vehicle/crew configurations; staff skill levels and training efforts; administrative and management practices and procedures; and public education activities. GBB recommendations have resulted in service improvements and substantial cost savings. GBB, using its proprietary FleetRoute⢠software, can optimize the collection route structure, increasing productivity by 10 to 25 percent based upon recent projects. GBB also advises clients on franchise and contract agreements for privatization of solid waste management services.
Full-Cost Accounting
Knowing the cost of providing solid waste services is the key to management. GBB has analyzed the costs associated with providing each of the individual solid waste services on a cost center or business unit basis for several communities. GBB uses the full-cost accounting format developed by the EPA as the basic structure and adapts that to the needs of the individual community. The new GASB 34 requirements for asset management provide an additional incentive to modernize accounting structures. GBB can develop a single fiscal year snapshot to set a baseline, help plan an enterprise fund for waste management, and specify or develop software to implement a new system.
Construction Waste and Demolition Debris Recycling
GBB assists in developing sound and cost-effective approaches to improving the handling, processing, recycling, and/or disposal of C&D waste material, which consists of land-clearing and new construction wastes, or mixed building/roadway demolition debris. GBB has experience on the local, state, and national levels advising private- and public-sector clients with C&D materials recycling.
Landfill Management
GBB has assisted clients in all phases of landfill activity, to include siting; cost and feasibility analyses; due diligence studies; permitting; construction and operations monitoring; preparation and negotiation of landfill capacity; lease and service agreements; operator training; procurement of landfill gas recovery projects; closure and post-closure planning; and environmental compliance.

GBB's community information experts help local officials involve and inform the public in solid waste management programs. We develop strategies; organize and staff citizen advisory committees; plan budget needs; and prepare newsletters, brochures, videos, slide presentations, and briefings to aid in the communications process.
Administrative and Management Evaluations
GBB provides analysis and guidance in planning and designing the administrative structure for the effective management of solid waste systems. This includes organizational analysis and design, development of performance measures to gauge efficiency of programs and services, and evaluation of administration of personnel, physical, and financial resources, and Benchmarking. GBB has prepared organizational audits, designed management information systems, and assisted in organizational planning and evaluation and selection of personnel to fill key positions. GBB identifies the organizational strategy and then plans the structure of resources needed to implement effective system management to achieve the goals of the organization.
