UST Removal Site Assessments

Although a vast majority of the regulated UST systems were removed or upgraded by the federal and state December 22, 1998 deadline, there still exists approximately 3-5% of the regulated USTs which have been neither upgraded nor removed. Many of these UST systems were paved over and exist as ghost USTs, left only to be discovered during Phase I ESA research and confirmed through magnetometer surveys and exploratory excavation activities.

FAR Corrective Action Plans

Part 213 of Act 451 of 1994, as amended, (Michigan’s LUST Act), requires, following the discovery of a confirmed release, that the owner or operator retain a Michigan approved qualified underground storage tank consultant (QUSTC) to perform initial and final assessment delineation activities.  The QUSTC is required to delineate the horizontal and vertical extent of the adsorbed, dissolved and/or phase separated hydrocarbon contaminant plumes.  Once the horizontal and vertical extent of the hydrocarbon contaminant plumes are defined, Part 213 requires the QUSTC to complete a Feasibility Analysis and then to implement the most cost effective corrective action.  Innovative, over the past 7 years, has focused on, at a majority of our LUST projects, a no action approach monitoring the effects of natural attenuation and natural biodegradation.

Act 9 Hearing Testimony Services

In conjunction with the development of oil or gas production facility or a gas storage field, the Michigan Public Service Commission (MPSC) requires testimony from experts including environmental attorneys, petroleum geologists, engineers and environmental scientists. Innovative’s Senior Project Scientist, Mr. Jerome Meyer, has provided Act 9 testimony in conjunction with the development of a gas storage field in St. Clair County, Michigan. Mr. Meyer’s testimony was based on the findings of Environmental Impact Reports and Phase I Environmental Site Assessment Reports. The purpose of Mr. Meyer’s testimony was to establish whether the development of the natural gas storage field, associated pipeline installations and/or the construction of the gas processing facility (for injection and withdrawal) would cause any adverse impacts to the surface or subsurface at their respective areas in St. Clair County.

Air Permitting

Innovative Environmental Solutions, Inc. (Innovative) provides air permitting services which include the development and submittal of Permit to Install, completion of startup emissions testing, noise studies and the development and submittal of Malfunction Abatement Plans. Innovative works closely with the engineer(s) during the design of the facility, the equipment manufacturers and the Project Engineer from the Air Quality Division of the MDEQ, involved with the review and approval of the Permit to Install. One key component of the Permit to Install review and approval process is the completion of air emissions modeling which projects the dispersion concentrations and distances from the regulated sources at the facility. Innovative’s submittals, of the Permit to Install, include detailed color CAD maps, emission calculations spreadsheets, manufacturer equipment specification sheets, dispersion modeling calculations and plume dispersion color CAD maps and the concentrations requested to be permitted.

Wetland Crossing Permitting

Oil and gas field development and natural gas storage field development activities include the installation of one or more transmission pipelines to transfer the crude oil and natural gas to main transmission lines operated by various interstate pipeline operators such as Buckeye, Wolverine, etc.  The transmission pipeline routes are designed to minimize the impact to the environment, however, crossing sensitive ecosystems, such as wetlands is sometimes required.  In Michigan, the MDEQ requires that a Wetland Crossing Permit Application be completed and submitted for review for consideration for approval prior to the wetland crossing activities commencing.
