Air Quality and Permitting Services
The NSR program authorizes new construction or modifications and establishes emission controls and limits based on applicable rules, best available control technology evaluation, and impacts review. NSR authorizations range from de minimis criteria, permits by rule, standard permits to various types of state and federal case-by-case permits. Talon/LPE staff has over 20 years of experience in preparation of applications for all types of NSR permits, alterations, amendments, and renewals, as well as PBR documentation and registrations. Talon assists in determining the appropriate authorization type, preparing applications, and maintaining authorizations to stay current with changes to the facility, the marketplace, and regulations.
Engineering Services
At Talon/LPE, our engineering group is one of our greatest strengths. We are Registered Professional Engineers in Texas, Oklahoma, Louisiana, New Mexico, Kansas, Colorado and Nevada. We have specialized experience in designing remediation systems for a wide range of soil and groundwater contaminents. including; crude oil, gas condensate, refined petroleum products, and metals. Each remediation system design is tailored to meet the specific requirements and conditions in the individual site. Talon/LPE has experience utilizing various remediation methods such as dual phase extraction, soil-vapor extraction, air-sparging, bioremediation, bioventing, and land farming. With the assistance of our construction group, we can provide all construction related services necessary to implement the remediation design. Once installed, Talon/LPE`s engineering technicians provide operation and maintenance to ensure the system achieves remediation goals.
Spill Prevention, Control & Countermeasures (SPCC) Services
Talon/LPE has the expertise to help you determine whether your facility meets the requirements for a plan. 40 CFR Part 112 sets forth the requirements for prevention of, preparedness for, and response to oil discharges at specific non-transportation-related facilities. Plans ensure that these facilities put in place containment, controls and countermeasures that will prevent oil discharges. The requirements to develop, implement, and revise the SPCC Plan, as well as train employees to carry it out, allow owners and operators to achieve the goals of preventing, preparing for, and responding to oil discharges that threaten navigable waters and adjoin shorelines.
Stormwater Pollution Prevention Plan (SWPPP) Services
Preparing and maintaining a SWPPP can be a challenging and time-consuming task. Talon/LPE’s staff of environmental professionals have years of experience preparing SWPPP’s for clients in a diverse range of industries in a number of states. Our team can assist you with all phases involved with the preparation and maintenance of a SWPPP, including: testing services, inspections, reports and regulatory filings, and the preparation of customized training programs for your facility.

Environmental Drilling Services
Air Rotary Drilling Services
Drilling borings with air is a rotary method using compressed air as the circulation medium. The drill bit grinds away the formation and the air removes the drill cuttings from the boring. There are many types of air rotary drilling, reverse air drilling and direct air drilling being the most common with many variations of each. The direct air rotary that Talon/LPE utilizes, sends the air down the center of the drill pipe and out ports in the drill bit and forces the cuttings up the annular space (space between borehole wall and drill pipe).
Mud Rotary Drilling Services
Drilling borings with “mud” is a rotary method using pumped water and/or additives as the circulation medium. The drill bit grinds away the formation and the mud removes the drill cuttings from the boring. The cuttings are separated at the surface from the mud and the mud is recirculated back down into the boring. There are many types of mud rotary drilling techniques, reverse mud drilling and direct mud drilling being the most common with many variations of each. Talon/LPE utilizes direct mud rotary drilling. This technique sends the mud down the center of the drill pipe and out ports in the drill bit forcing the cuttings up the annular space between the borehole wall and the drill pipe.

Oilfield Construction Services
Talon/LPE maintains a fully-equipped Construction Division that is staffed with experienced, well trained operators and crew members. The primary mission of the Construction Division is to provide quality construction services in an efficient and safe manner. All Talon/LPE field personnel receive DOT-OQ, Competent Person Excavation Safety, and OSHA HAZWOPER training on an annual basis.
Waste Transportation Services
Talon/LPE is licensed to transport non-hazardous wastes from the point of generation to the disposal facility. In the event of hazardous waste, Talon/LPE utilizes licensed, bonded, and certified hazardous waste transporters. This gives our clients peace of mind knowing that their waste is being transported and disposed of properly with all of the necessary documentation. We utilize and currently operate vaccuum trucks dump trucks, end dumps and belly dumps.
