Building Hazard Risk Assessments (BHRA’s) Facilities Management National Design Consultancy www.ndc-uk.co.uk | 0121 362 8800 b Legislation Building Hazard Risk Assessment audits (BHRA) form an important part of a clients Workplace Risk Assessment process as required by “The Management of Health and Safety at Work Regulations 1999”. Building Hazard Risk Assessments integrate measures required by all relevant regulations approved codes of practice and guidance. In particular the Workplace “Health and Safety at Work Act 1974” BHRA Requirements A BHRA audit provides an annual assessment of building hazards within the workplace environment, identify and assess the risks associated with the hazards and set out the control measures that are needed to control the risks. Management reports and action plans can be produced to enable identified hazards to be effectively managed and any resulting risks to be reduced in a controlled efficient manner. For large estates the BHRA will allow the client to develop a structured annual assessment of any hazards in the workplace environment and take timely action to mitigate against any risks identified to staff, visitors and members of the public. An overall compliance assessment can be produced, allowing the client to make informed decisions as to the risk profile of their estate and can enable a coordinated approach where common risks are identified. A master risk assessment for the premises will consider if all relevant hazards have been identified and whether there are any significant risks. The master risk assessment will identify the extent of the control measures required to minimise the risks to staff and others visiting the client’s premises. The assessment provides the basis of the BHRA audit question set A BHRA should be undertaken annually to review the effectiveness of the master risk assessment and confirm the value of the control measures. The control documents identify potential hazards in the workplace and apply a weighting based on the risk profile for the question. Each question includes an assessment of the likelihood of the event happening and the severity of injury that is likely to occur; in the event the control measures fail. The BHRA audits use the evidential guidance to establish the overall assessment of the risk for each question. Photographs are provided to support the auditor’s findings and an overall compliance score is assessed on completion of the audit. NDC has developed a web-based solution to assist clients in managing the risks associated with the identified hazards. Audits are stored on-line, together with photographs of appropriate elevated risks and on-line management reports are available to ensure that the client has accurate data available to inform his approach to risk management of risks within the workplace.
