Coal Tar in Binder rules and regs
Roads built in the UK and much of Europe before 1980 used a road binder derived from coal tar.
In the UK, natural gas from the North Sea became cheaper than town gas and MGP sites closed. A suitable
alternative to coal tar was found to be the residue left from crude oil after all of the other valuable chemicals
had been removed. This is bitumen.
