Its access is so restricted that it can only input data and edit. These are basic functionality.• The Account role will be able to make payment entries into the system, make modifications where there’s been waivers or concessions, its duty is account reconciliation.• The Bill Manager is the one responsible for bill generations, printing. Until the User/ Account can verify that the records are updated, the bill manager might not be able to generate bills.• This role based system displays that the whole authority of the system isn’t given only to a role which to some extent checkmates human manipulation. Before it is manipulated, more than one party must have connived.• The Administrator, this role is strictly for the high ranking staffs that will require access to the system, this ones will see everything going on, reports, income projections, audit trail, etc.• Its should be noted that a system user can be attached to multiple role.Administrator trying to create a new user. Reports• This provides a detailed summary on all transactions until the last update was made into the system for checks and balances, strictly at accounts and administrative level.E – Billing Modules – Audit Trail• One key feature of a robust system is auditing.• Auditing x-ray’s ongoing activities on the system, done by who, when, where applicable why.• These features are also accessible by only users with such privileges like the system administrator.Value Added Service – SMS/E-Mail• The key ingredient to customer satisfaction is responses, alerts and support.• SMS technology will primarily be a secondary means of bill notification where just in case there is a problem with the distribution network, the SMS would have been sent at the process of bill generation. Below is a proposed message outline for the SMS when ready to be implemented. “Dear Lawma Customer with Code XXXXX, your waste bill details for month XXXX as follows: Current Charge: XXXXXX, Bal. B/F: XXXXX, Total charges: XXXXX. Pay to Oceanic A/c no: XXXXXXXXXX with code number.”• The bill details would have gotten to the customer ahead of the manual distribution. With WBS, the clients records as this point is already capture into the system.• E-Mailing service also is a good tools to reach out however is solely depends on the internet usage, that is the advantage the SMS has over it.
