WASMA 2012 WELCOME to International Exhibition WASMA 2012 Dear Ladies and Gentlemen We are glad you’ve made a decision to take part in our exhibition. MVK, as the Organiser of this event, will use its best efforts for your exposition to be presented in the most efficient way. Please contact us in regard to any issues you may have in the course of your preparation for the exhibition. This Part of the Exhibitors Manual gives you an opportunity to order technical services and additional equipment. Procedures for taking in/out equipment and execution of passes for builders are described in details on page 10 (Procedures for Entering ECC Sokolniki). Please note that some forms comprising this Manual must be filled out and returned to the organisers no later than 24 of August 2012. Such forms include: ? Stand layout plan, Form 2.1, Form 3 and Pro-Forma Invoice, List of large-size and heavy equipment to be brought in (for equipped stands) OR ? ? Form 2.1 and Pro-Forma Invoice, List of large-size and heavy equipment to be brought in (for non-equipped stands). The rest of the Forms should be filled in if necessary, but orders made in such forms must be confirmed in Application T, which, when received by the Organisers, is the basis for issuing an invoice to you. For companies, which ordered space only: Procedures for provision of documents for mandatory Technical Expertise are described in details on Pages 3 - 5 (Your Stand Section). Stand layout and electrical connection scheme (specifying capacity of each electrical item) – mandatory documents to be sent by you for approval to MVK Technical Service Department no later than one month before the exhibition. Please pay special attention to Fire safety Rules Section. These Rules are mandatory for all exhibitors. Observation of these rules is controlled by local fire safety bodies. In case you want to cancel orders made earlier as per the forms contained in this Exhibitor Manual, you should send to us (not later than 1 month before the build-up of the exhibition) an official letter sealed and signed by the General Director of your company. Otherwise your order will be considered to be accepted for fulfilment and the relevant invoice issues will be subject to payment. Please follow the set deadline and procedures for submission of Forms, as late orders will be extra charged in accordance with the existing rules at ECC Sokolniki. Floor Loading The maximum permitted load on the pavilion floor is: Pavilion 2 3,500 kg m2 Pavilion 3 2,500 kg m2 Pavilion 4.1 2,500 kg m2 Pavilion 4 3,500 kg m2 Pavilion 4.2 3,500 kg m2 Point loading is not allowed; stress must always be distributed. Cargo Gates The maximum dimensions of the cargo gates are (height x width): Pavilion 2 4.5 m x 4.5 m Pavilion 3 5.0 m x 4.0 m Pavilion 4.1 4.5 m x 5.0 m Pavilion 4 4.1 m x 4.45 m Pavilion 4.2 3.3 m x 3.0 m Access Exhibitor Badges allow exhibitors and their personnel access to the exhibition hall during setup, dismantling and exhibition hours. For details please refer to “Procedures for entering ECC “Sokolniki”. Work passes (which are not valid during the exhibition) will be issued on-site by Organisers office to all staff engaged during set-up and dismantling. Stand Builders apply for these passes at ECC “Sokolniki” during the expertise/accreditation procedure and can receive them in Pavilion 4 during set-up. To receive work passes for other set-up personnel you need to present a letter listing the name of the company, the names and all passport details of the set-up personnel to Organizers office on-site. The work passes must be worn at all times. The security guards have strict orders to refuse entry to any personnel not showing the correct pass. Pass in/pass out local goods Access to the unloading zones by the cargo gates with automobiles is free of charge in ECC “Sokolniki”. Your pass will be filled in letter with listed cargo that you have in your automobile. For more details please refer to “Procedures for entering ECC “Sokolniki”. To bring self-moving exhibits into halls, it is necessary to order accompanying services with the official on-site freight forwarding and handling contractor, company BTG. Use of exhibitors’ own cranes and/or loading/unloading equipment is not allowed. Exhibitors with heavy or large exhibits must in advance agree a move in date with MVK Technical Service Department. Please note that during the exhibition including the day of opening entrance for vehicles to deliver and pick up goods is restricted: Cars can only enter from 9:00 to 9:30 hrs in the morning and from 18:00 to 18:30 hrs in the evening. Working Hours The normal working hours during set-up and dismantling are from 8.00 - 20.00 hrs each day. During the exhibition pavilion is open from 9.00 - 19.00 hrs (please refer to “Dates and Deadlines” and “Exhibition hours schedule”). Restaurants/Cafes There is a restaurant and a food court in every exhibition pavilion. First Aid There is a small medical cabinet for minor problems in 2 hall. In case of a medical emergency, dial 03. Please also note: European Medical Center Appointments: (7 495) 933 66 55; (Fax 933 66 50) Working Hours: 24 hours Emergencies 24 hrs: (7 495) 933 66 55 Copies / Business Centre Photocopying facilities and international telephone and fax lines are available in the Service Centre located in your pavilion. 2 Your Stand Equipped, Shell Scheme or Modular Stands – built by MVK Stands will be built using aluminium poles, beams and plastic laminated panels. The overall size of the wall panels used as standard is ~ 100 x 250 cm with a face size of ~ 95 x 235 cm. If you require exact information about which panels are used on your stand, please contact the MVK Technical Service Department. Wall panels and other stand material must be returned after the exhibition undamaged. No additional stand fittings or displays may be attached to the stand shell structure. Nailing, drilling, wallpapering, inappropriate self-adhesive tape, etc. are not allowed. The cost of repair or replacement of damaged equipment will be charged to the exhibitor. Please refer to your space application form to see which equipment is already included in the type of stand you have booked. No financial credit can be given for items included in these packages but not utilised. Additional equipment can be ordered using this Exhibitor Manual. A stand that has been personally modified to include additional constructions and/or other exhibition equipment including Mobile stands or show cases with independent electrical circuits will be regarded as similar to a ‘Space Only’ stand and will therefore be subject to the Technical Expertise/ Accreditation procedure. Please refer to the next page. In order to stabilise construction, it might be necessary to include additional supporting poles and beams or wall panels, which are not necessarily shown on our stand layouts. Should you need to remove these supports temporarily due to the delivery of large exhibits on to your stand, you must have the permission of the stand constructor and must make sure that all possible safety measures are taken. Keys for doors and locks for cupboards/ showcases can be collected at the stand builders desk in the foyer of your pavilion against a returnable deposit of € 10 per key/lock. A floor covering (e.g., carpet) and also rear and side walls of a minimum height of 250 cm must be provided by the exhibitor or his stand builder. Construction may exceed a height of 250 cm, but only with permission in writing from MVK, on receipt of the proposed stand design, prior to the exhibition. The reverse side of your wall/s must be of neat appearance if it overlaps the height of those on neighbouring stands (2.5 m shell scheme). Please note that company names and logos are not permitted on the reverse side of these walls. The outer surface (wall panels 2.5 m height) must be decorated if visible from the aisles. No part of the stand structure (at any height) may extend beyond the boundaries of the site allocated. Each stand should be equipped with an electric switch board (fuse box) with Emergency Circuit Breaker (ECB). Please note that in most areas the electricity is provided from large fuse boxes which are fed from portholes in the floor via cables with 4cm diameter. These portholes are most likely to be within your stand area. Please take into account the possibility of this cable coming out within your stand when planning to cover the area with a podium or floor tiles. Please also note that several stands might be connected to one fuse box which means thick cables leading from those stands to the fuse box which is mostly placed in the aisle at the edge of a block of stands. The same applies for water connection/s (for your or neighbouring stands). The pipes have diameters of 1 ½ inches for drainage and ½ inch for water. MVK does not provide fascia panels for space only sites. The exhibitor and/or his stand constructor must ensure that the stand prominently displays the name of the exhibitor as well as the stand number to the aisles. Two copies of the technical stand layouts indicating all measurements incl. heights must be presented to MVK for approval at least two months before set-up unless another date is advised. The position of entry points for ordered electricity, water, telephone connections, etc., must also be clearly marked on the stand layouts. Please also follow the information about ceiling heights under The Venue. Double-decker stands must be fitted with a sprinkler system and with fire extinguishers. In addition, they must display the static certificate of the construction, which the exhibitor or his stand builder also has to present to the local exhibition management at least two months before the exhibition to get local construction permission. 3 Your Stand Technical Expertise/ Accreditation of Stands not built by MVK Exhibitors who have ordered space only or do some sort of construction within an equipped stand must present to ECC “Sokolniki”, not later than 45 days before the set-up, the full technical documentation to carry out the obligatory technical expertise of the project (there is a charge for this expertise; submission of documents at a later date is subject to surcharges). Carrying out of setup/dismantling and design works by exhibitors using their own resources or involving third party builders is possible only upon the condition of building exclusive exhibition stands. Set-up is allowed to be carried out by organisations which have signed a contract with ECC “Sokolniki”. Permission for set-up and design works is issued upon the results of the expert review of technical documentation of the stand carried out on a commercial basis. Standard stand means a stand built with the use of exhibition structures on a carpet; panel colour is white; electrical equipment and furniture - in accordance with the builder’s price list for additional equipment and services. Wall colour may be changed by using self-adhesive film. Height of a standard stand is 2.5 m, but it may be increased by using exhibition structures. Exclusive stand means a stand which is built with the use of other materials (wood, pressed wood-fiber board, orgalite, fabric, etc.) and double-decker stands. Exclusive stands may also include stands built with the use of exhibition structures and individual design projects, which require production of exhibition structures of non-standard type and size. Laminating of panels, placing of logos, increasing wall height, use of banners or other hanging structures, electro-dynamic structures, offset fascia and other additional elements does not make it an exclusive stand. The following documents are required for the Technical Expertise / Accreditation (required list can change, please check website of ECC “Sokolniki”): 1) a letter signed by the head of the company and specifying the name of the company, which has ordered stand buildup, and a list of equipment and materials to be moved in and out; 2) stand layout in isometric perspective (3D) signed by the head of the company; 3) detailed layout of the exhibition (stand), temporary facilities and structures specifying numbers of stands and description of auxiliary facilities and total number of square meters of space signed by the head of the company; 4) detailed layout of electrical equipment of the exhibition (stand) specifying power voltage, maximum power capacity for each unit, points for electricity connection, scheme of electrical control unit that will protect your wiring with full interpretation of the legend signed by the head of the company; In order to enable you to equip the stand with electric appliances, you are required to attach copies of electricians’ certificates and assessment logs. 5) utility plan of the exhibition stand, showing any connections of water, compressed air, etc. ordered by the exhibitor with full interpretation of the legend signed by the head of the company; 6) certificates for structures for double-decker stands; a) the static calculation for power structures for double-decker stands with an attached positional plan of structure elements; b) drawings of the double-decker stand (scale 1:100) specifying the size and types of sections signed by the designer and sealed with the stamp of the organisation which has designed the stand (in case of absence of these documents, it is necessary to provide a conclusion of Mosexpertise MTPP on the use of this stand at the exhibition); c) the wind-load calculation ATTENTION Static calculations shall be also provided for complex suspended structures and podiums higher than 1 m. 7) a copy of the order appointing a person responsible for carrying out the set-up/dismantling works and for the safety at the exhibition (stand) certified by the company’s director; 8) a list of the set-up workers participating in the set-up/dismantling operations at the exhibition (stand) certified by the company’s director; Information about electric chain hoist. For works with electric chain hoists and slings foreign companies-builders should follow norms and the rules, established on the territory of the Russian Federation and for the coordination for that kind of works should give the following documentation: 1. Because of the fact that the foreign companies-builders have no certificated experts for performance of liftings of pendant designs company ECC “Sokolniki” offer the chief-installation service with electric chain hoists under condition of giving the full package of the documentation on the used equipment. The given service comes into force after the contract conclusion. 2. A copy of certificates of electricians not less 3rd group of the admission. 3. The certificate of conformity and nameplate data on electric chain hoists. 4. Test reports of electric chain hoists. 5. The certificate of conformity and nameplate data on pendant designs and slings. 6. The order on appointment of the responsible person for safe manufacture of works with electric chain hoists. Russian stand builders also need the following (required list can change, please check website of ECC “Sokolniki”): a) original copy of license (the license will be returned) or a notarized copy of license for the right to carry out electrical and other engineering works (if such works are carried out during stand set-up); b) originals of licenses or notarized copies of licenses for the right to design double-decker stands and construction; (in case of absence of these documents, it is necessary to provide a conclusion of Mosexpertise MTPP on the use of this stand at the exhibition); c) certificates of conformance for materials and equipment used; d) a list of electricians, of not less than the 3rd group of authorization in accordance with rules and norms existing in the RF, participating in electrical works at the exhibition (stand) certified by the company’s director; e) a copy of the order appointing a person, of not less than the 4th group of authorization in accordance with rules and norms existing in the RF, responsible for installation/dismantling of electrical equipment at the exhibition (stand), f) copies of certificates of electricians specified in the list certified by the company’s director; g) a copy of the skill validation report of electricians certified by the company’s director; h) insurance policy for the set-up workers specified in the list. In case of questions regarding the execution and the approval of documents, please contact: Person on duty Volodinskiy Dmitriy Phone +7 (495) 995 05 95 ext. #450 vdv@sokolniki.com Pav. 4, Business center Documents are available at the Web-site of ECC “Sokolniki” http://www.sokolniki.com The Company’s representative should have a power of attorney (or a stamp) to sign an agreement and act of compliance of documents provided by the company to general terms of participation. 4 Your Stand Regulations for Set-up and Dismantling Work: Before erecting your stand or positioning your outdoor exhibits, the MVK on-site office must be contacted to ensure that the correct space is being occupied. If a stand is built in the wrong space and MVK has not been contacted beforehand, you will be forced to dismantle your stand at your own expense and build it again in the correct space. During set-up (until the opening of the show) the exhibitor and his stand builder must: 1. not block the aisles between stands with boxes or building material; 2. take out all packing and left over materials from the territory of ECC “Sokolniki”; 3. take out all small waste and rubbish into containers on the outdoor space until 20:00 on the last day of set-up. Any construction work and access for set-up personnel on the opening day is forbidden. It is not allowed: 1. to carry out the set-up of constructions in the area of electrical boxes, technical port holes, fire boxes and other engineering equipment; 2. to carry out sawing, planning or other woodwork connected with the preparation of details for the construction of the exhibition stand; 3. to carry out paintwork by dispersion; 4. to apply paint, varnish, glue or other hard to remove coating to floors, walls and columns of the exhibition pavilions; 5. to drill into floors, walls, columns of pavilion. Exhibitors or their stand builders have to completely remove from the floor any double-sided sticky tape that has been used for carpeting and take out all rubbish to containers. Attention: For oversized construction rubbish the exhibitor or his stand builder must order container/s at their own expense The cost of repair or replacement of damaged pavilion facilities/ equipment, additional cleaning and rubbish removal will be charged to the exhibitor. General - for all stands Location: Columns, pillars, fire points and/or utility connection points for your or neighbouring stands may be located within your stand area. Power cables and pipes with dimensions of up to 50 mm might be laid in the aisle or within your stand without your previous consent. Exhibits: Please follow the information about the maximum permitted load on floors and lifts as well as lift dimensions under The Venue. Health & Safety: Exhibitors and their stand contractors have a duty of care to other exhibitors, visitors and public at large in so far as Health & Safety issues. MVK recommends that stand contractors should have a minimum of $3m third party public liability insurance cover with a reputable insurance company, covering themselves, their employees and all other third parties. Insurance: The Organisers have insured their own liabilities and also public liability for the duration of the show. The limit of indemnity is £2,500,000 for any one occurrence (in excess of any other policy). If loss occurs which may give rise to a claim under such insurance cover, the Organiser shall notify its insurer within seven days of receipt from the Exhibitor of written notification of the claim completed by the Exhibitor in the standard form which shall be made available on request. In the event of any such claim, the Exhibitor agrees to provide any information as requested by the insurer, or any person appointed by the insurer to investigate the claim, and the Organiser shall send to the Exhibitor copies of any correspondence with the insurer in relation to the claim. In the event that the claim is made by the Organiser under its insurance cover, the Organiser shall pay or arrange to pay that part of any proceeds of the claim that relate to the loss over to the Exhibitor. The Organiser is under no obligation to commence legal proceedings or threaten the same in relation to any such claim. Exhibitors are responsible for the arrangement of any other insurance, including loss of expenses caused by cancellation or abandonment of the show and loss of or damage to exhibits or other property on their stands. Fire Regulations: All Exhibitors are asked to pay careful attention to the Fire Regulations Section of this Manual. These Regulations are to be followed both during design, building and decoration of the stand. If you have ordered space only, please provide your stand builders with a copy of those regulations. Noise Levels: During presentations, video/audio demonstrations, etc. the noise level cannot be more than 75 dB. In case of complaints from other exhibitors, MVK reserves the right to close down the noise source on the basis of a protocol of the sound measurement. The protocol is issued in 2fold and is signed by MVK and the exhibitor. If the exhibitor refuses to sign the protocol, ECC “Sokolniki” will sign and confirm the measurement instead. Banners, Flags, Constructions: Suspensions from the pavilion ceiling must be ordered from MVK, Mr. Artem Esipov latest 6 weeks before the show. Please request the forms by e-mail: Esipov@mvk.ru. It is strictly forbidden to organise suspensions by the exhibitors themselves. Catering, Coffee Breaks, Buffets: Exhibitors are advised that “Chantecler” has sole rights to all on-site catering services at ECC “Sokolniki”. This concerns all kinds of catering services, from coffee breaks to commercial buffets. Tel: +7 (495) 787 00 37, E-mail: info@chantecler.ru Deadlines On-Site: All stands must be ready for inspection by 17:00 hrs on the last day of build-up. Therefore, it is essential that you are present on your stand in the morning of the last day of build-up at the latest to ensure that your stand is completely and correctly built in order for you to have time to additionally equip and decorate it. Any boxes/cartons must be unpacked and removed from the stand by 16:00 on the last day of build-up. Any boxes/cartons which have not been unpacked by 16:00 hrs on the last day of build-up may be removed from your stand at your expense and can only be re-delivered to your stand after the official opening of the exhibition. The exhibition will be closed at 16:00 hrs on the last day so that the forwarding agent can begin with the delivery of empty packages. The removal and packing of exhibits is not allowed before the close of the exhibition. The dismantling of stands is not allowed before the morning of the first day of dismantling. 5 General & Additional Services Cleaning and Refuse General cleaning of the aisles will be carried out every morning prior to opening as well as the removal of small amounts of refuse, provided they are placed in plastic bags or cartons in front of the stand in the evening. To have individual daily cleaning for your stand, place an order using Form 1. All construction work must be finished on the last day of set-up. If this rule is violated, the exhibitor must compensate all cost for cleaning of adjacent aisles and stands and cover all other cost and losses this might have caused. Exhibitors are advised that their stand areas should be completely cleared before they finally leave. Exhibitors will be charged for the removal of any refuse left behind. Security During set-up and dismantling the pavilions will usually be locked at 20:00 hrs by security guards and opened at 8:00 hrs. During the exhibition the pavilions will usually be locked at 19:00 hrs and opened at 9:00 hrs (8:00 hrs on the first day). Exhibitors are responsible for ensuring their stand is manned when the doors are opened. For individual security for your stand during the opening hours and/or at night, place an order using Form 1. Temporary Personnel Interpreters, stand attendants and security guards for your stand can be ordered using Form 1. If you bring your own personnel, please make sure that you provide them with an exhibitor badge. Any security personnel of your own are not allowed to stay in the pavilion overnight. Car Parking Passes Parking space around the exhibition centre is limited. Car passes allow parking only within the allocated parking areas near the entrances of the pavilions. They do not permit vehicle access direct to the cargo gates. Please place your order on Form 1. Ordered and paid car passes can be collected from the MVK Organisers’ Office on-site. Please specify the registration number of your car in the car pass. If you need to enter the venue for the unloading or loading of local goods, please follow the respective procedure described under “Procedures for entering ECC Sokolniki”. Electricity Electricity will be supplied for the exhibition. During set-up and dismantling exhibitors or their contractors should use battery powered tools or bring an extension cable drum to reach one of the few on-site plug sockets. With the latter it is necessary to protect the cable from mechanical damage. Electricity is not included in the space only cost and may be ordered using Form 2.1 (It is assumed that the minimum capacity ordered is 5 kW. If necessary, you may order more capacity). Please make sure you choose the correct capacity you need on this form. For Space Only Stands: The connection of electricity at the stand is to be carried out by the exhibitor (or his builder) themselves in compliance with the requirements to carrying out of electrical works and persons fulfilling such works. Stands must be equipped with a fused switchbox and cabling to the main supplies in accordance with electricity capacity (length of cable should not be less than 30 m). Connection of exhibitor’s electrical equipment to electric power source is made upon insulation resistance measurement (See page 4 for “Technical Expertise). For Equipped Stands: Electricity supply is not included in equipped space cost. Electricity can be ordered using Form 2.1. (1 plug socket max. 1.5 kW included). Additional plug sockets (Continental SCHUKO type) and lights can be ordered separately using Form 4.2. If you need electricity for machines you need to order separate supply and heavy plug socket for each machine. Exhibitors are not allowed to bring their own lights, unless having undergone the technical expertise (see page 4) and received approval from ECC Sokolniki to do so. Water and Drainage Please place your order on Form 2.1. Water pipes have a diameter of ½” (15mm) and the drainage pipes 50 mm. Other pipes or adapters need to be provided by the exhibitor. Items such as sinks (equipped stands only) have to be ordered separately on Form 4.2. Do not forget to order cold and warm supply for sink using Form 2.1. Connection of your equipment to hoses at your stand is to be carried out by specialists of your company. If pipes for your water connection will seriously affect the safety or image of other stands, we reserve the right to cancel your order on-site. Therefore, we do not recommend you to order a water connection if you need the water only for making coffee or washing dishes. Please use plastic tableware to drink. Compressed Air Please place your order on Form 2.1. The maximum available pressure is 6 bar. Pipes have a diameter of ½” (15 mm). If you need another diameter you need to bring your own pipes and/or adapter. Please be ready to provide your credit card or cash if you exceed included €20 deposit for calls or 1Gb traffic for internet line. Audio, Visual and Computer Equipment There is certain equipment on offer on Form 2.2. Other items are available upon request. Any audio, video, lighting, electric and radio-electronic high-frequency devices to be brought to the exhibition need to comply with the requirements of Glavgosenergonadzor RF . Fascia Panel/Graphics Please indicate the company name to be shown on your fascia panel on Form 3. You can also order your company logo at an extra charge using Form 3. If you need other graphic works for wall panels, etc., please use Form 3. Exhibitors with space only stands must contact their stand builder to order their fascia panel or other graphic works. Furniture, Kitchen Equipment, Electrical Appliances & Fittings Please refer to your space application form and to the stand layout sent with this manual to see what is included in the type of stand you have booked. Additional furniture, lights, kitchen equipment, etc., can be ordered using Form 4.1+4.2. Drawings of the most popular items (furniture, etc.) are provided in the annex. Please indicate the positions of all ordered items on the stand layout and return it with the order forms. Furniture and other similar stand equipment for outdoor space will only be provided, if you have a lockable storage facility. If you are interested in ordering special items not listed on forms 4.1+4.2 please do not hesitate to contact MVK Technical Service Department for information about availability and cost. Forms & Pro-Forma Invoice The pro-forma invoice must be returned together with the order forms fully completed and signed. Without the accompanying completed pro-forma invoice your orders cannot be processed. Please tick the yes/no boxes under “Form returned” on the pro-forma invoice to avoid confusion about missing order forms. All forms and generated forms must be returned to MVK not later than the date specified on page 1. Payment All service payments are due as soon as the order is placed. The prices listed in this Manual do not include Russian VAT and other similar taxes. Late and/or On-Site Orders Orders received after the deadline are subject to a minimum 20% surcharge increasing to 50% six weeks and 100% two weeks prior to the exhibition. Some services may no longer be available. Orders received less than 1 week before the set-up of the exhibition cannot be processed. Any services you order during set-up are subject to a 100% surcharge. We continuously aim to improve our service and therefore welcome client feedback. 5 555 7 Electrical Safety 1. Only companies and organizations possessing licenses for the right to carry out corresponding types of activities may carry out electrical works at exhibitors’ stands. 2. Electrical works and prompt maintenance of electrical equipment at exhibitors' stands are allowed to be carried out by persons complying with the requirements to electrical-technical personnel and possessing the relevant electrical safety qualification (no less than the third group under Russian standards). 3. All electrical works must be carried out in compliance with the existing Rules of Consumer Electrical Unit Operation (PEPP), Safety Rules (PTB), Rules of Electrical Unit Arrangement (PUE), Fire Safety Rules in the RF and Construction Norms and Rules (SNiP). It is necessary to fulfill special requirements provided by specific features of exhibitions. 4. Electrical works must be carried out in accordance with the stand layout plan provided by the exhibitor specifying locations of electric equipment and lighting, power voltage, maximum electric capacity of each unit, and connections of electrical equipment. 5. As soon as the personnel start electrical operations, they are controlled by representatives of ECC “Sokolniki’ in order to prevent violation of safety requirements. 6. All electrical works at current-carrying sections (or close to them) are to be carried out only upon removal of voltage. 7. In case of open wiring and lack of mechanical damage risk, it is necessary to use cables with fire proof case. 8. In open spaces and in the aisles cables must be covered by special bridges. 9. It is forbidden to lay exposed electrical wire or to install lighting fixtures on burnable structures. 10. All connections and branches of wires and cables are to be arranged with special clamps and connectors; it is forbidden to connect current collector to the power supply network by direct wire connection. 11. Flexible wires and cables protected against mechanical damage must be used for connecting movable or portable current collectors. 12. All stands must be equipped with an electric board including protection devices in accordance with the estimated capacity separately for lighting, process equipment, and equipment requiring all-day-round electric power supply (refrigerators, fax machines, etc.) 13. Electric distribution input unit must be provided with free access. 14. Lamps applicable in fire hazardous premises of B2 class must be used for lighting halls and stands. It is forbidden to use organic-glass diffusers, polystyrol and other inflammable material in lamps. The distance between lamps and flammable or slow-burning surfaces is not less than 40 cm. 15. Upon completion of electrical operations, ECC “Sokolniki’ representative checks the quality of works fulfilled and carries out connection to electric power supply sources of ECC “Sokolniki’ in accordance with the layout plan. 16. Voltage is supplied to the input unit of the stand by ECC “Sokolniki’ representative in the presence of exhibitor’s representative responsible for electrical equipment and facilities upon signing “Act of delimitation of belonging and responsibility for operation of electrical units” between ECC “Sokolniki’ and Exhibitor-consumer. 17. Control of the status of electrical equipment of exhibition stands and expositions during the work of exhibition is carried out by authorised personnel of ECC “Sokolniki’. 18. Voltage removal from the input unit upon completion of the exhibition is carried out by electrical personnel of ECC “Sokolniki’ upon an application of the exhibitor or a person responsible for dismantling of electrical equipment. 19. Dismantling of electrical equipment and disconnections at the stand are carried out by personnel engaged in dismantling. 8 Fire Safety 1. The Directorate of the exhibition provides pavilions (premises) for holding the exhibition in proper conditions and guarantees the main provisions of fire safety with the consideration of construction norms and rules. 2. Exhibitors bear liability for fire safety and observation of fire safety measures during buildup, exhibition and dismantling of fairs and exhibitions. 3. Control of these Rules fulfillment is carried out by the Directorate of the exhibition and representatives of ECC “Sokolniki’. The exhibition floor plan is to be submitted for consideration in terms of fulfilling fire safety requirements not later than 2 months prior to the set date of buildup operations (See “Procedures for ECC “Sokolniki’”). 4. Exhibitors shall submit in advance, but not later than one month before the beginning of buildup operations, to the accreditation department of ECC “Sokolniki’ information about all radioactive, fire hazardous and explosive materials and exhibits in order to undertake proper approved safety measures. Move-in of such materials and exhibits is forbidden without the permission of ECC “Sokolniki’. 5. Fixed structures of stands may be manufactured of regular construction materials (regular class of inflammability), while finishing materials for stands, offices, podiums, ceilings and fences must be nonflammable and slow-burning. All flammable materials must be treated with fire-retarding composition. Drapery materials using flammable plastics which are not treatable with fire-retarding composition are not permitted. Use of flammable synthetic finishing materials within evacuation zones (halls, lobby, corridors and on staircases) is forbidden. All materials used while stand construction must have documentation specifying degree of material flammability. 6. Carpets and carpet rolls used in pavilions must be fixed on the floor along the perimeter and at the joints. Carpets must be manufactured of slow-burning material (not burn up with a cigarette or a match). 7. During buildup and dismantling of the exhibition, access ways in the pavilions (passage ways) must be free. Waste transport boxes, packaging and other materials and equipment must be immediately taken out the pavilion. 8. It is forbidden to arrange steps and turnstiles in evacuation and passage ways. Passage ways must be not less than 3 m wide providing for circular movement and free access to evacuation exits, electric boards, fire boxes and other fire extinguishing means. Staircases, evacuation exits, passage ways, corridors and lobbies must be always free of any items preventing people moving. 9. If there is a fire or electrical box on an exhibition stand, the exhibitor must provide free and direct access (curtains or other draping can be used to allow instant access). If a fire box is covered like that the symbol “??” must be attached to be well visible from the aisle. 10. It is forbidden to arrange expositions of flammable materials, offices or official rooms at and under staircases. 11. Use of electrical and gas equipment for making tea or coffee is permitted only within the premises specially allocated and equipped for such purposes upon the approval by fire protection service. Electric heaters, refrigerators and air conditioners are to be connected to a separate electric line with a startup protective device. 12. The following is forbidden at exhibition stands: ? to arrange storage facilities and workrooms; ? to store combustible and flammable liquids; ? to have vessels containing combustible gas; ? to demonstrate exhibits using an open fire. 13. If the current in low-voltage electrical devices (electrical motors, transformers, etc.) installed at an electrified stand is lower then the estimated one, for which the protective device of electric line is installed, it is necessary to provide additional electric protection. All electrical units are to be grounded. It is necessary to have available acts of insulation resistance measurement to be presented to the accreditation department of ECC “Sokolniki’. 14. In case of open electric wiring and lack of mechanical damage risk, it is permitted to use cables with non-flammable or slowly burning casing. All connections and branches of cables and wires are to be fulfilled by welding, brazing, crimping or special clamps. All connecting points are to be insulated. 15. In order to connect movable current collectors, it is necessary to use flexible wires protected against mechanical damage. When fixing electrical units (terminal boxes, outlets, etc.) on flammable or slowly burning basement, they must be underlain with asbestos. 16. Lamps applicable in fire hazardous premises of B2 class must be used for lighting halls and stands. It is forbidden to use organic-glass diffusers, polystyrol and other inflammable material in lamps. The distance between lamps and flammable or slow-burning surfaces is not less than 40 cm. 17. Demonstration of operating models and units with the use of flammable liquids or combustible gases in the exhibition halls is permitted only upon the condition of pipeline supply from a tank installed outdoor and exhaust gases discharge outward. Installation and demonstration of exhibits and processes causing potential fire risk (welding and brazing operations and other operations connected with the use of open fire, combustible solvents, etc.) are to be agreed upon by the fire protection department. 18. It is forbidden to arrange storage of promotion materials and official goods in the exhibition hall. The amount permitted to be stored in the office may not exceed the day demand. Storage of exhibits, spare equipment, packaging and boxing is to be arranged outside pavilions or in specially allocated premises. 19. Smoking in exhibition pavilions is permitted only in specially allocated places agreed upon by fire protection department. 20. Welding and other fire hazardous operations are to be carried out only upon a written permission of the exhibition directorate in strict compliance with the existing fire safety rules. 21. Any other issues which are not covered by these Rules and which may occur during buildup, exhibition or dismantling periods are to resolved on-site by fire protection specialists. 22. Upon completion of every working day of the exhibition, all pavilions, administration offices and other premises, halls, lobbies, etc. are to be cleaned from flammable wastes and materials. It is necessary to disconnect electrical devices, except for the refrigerator and equipment engaged in a nonstop operating process. Wastes are to be removed to special containers. 23. If the exposition design does not comply with these Rules, exhibition directorate has the right to request dismantling of the exposition by the exhibitor. 24. All exhibitors must be aware and observe fire safety measures, be able to duly act in case of fire and use primary fire extinguishing means. 25. In case of violation of fire safety rules, exhibitors including representatives of foreign companies, are subject to penalties applied by State Fire Control Service (Gospozhnadzor) in accordance with the established procedures and the legislation of the RF. 9 Entry Procedures 1. Equipment move-in / move-out procedures. To move in exhibits and equipment, which are not subject to custom clearance at the exhibition customs, to the territory of exhibition centre, you need to prepare a letter on the letterhead of your company in 3 copies signed by the head of the company and stamped with the corporate seal (a sample of the letter is at the end of the manual). To move in, please enter ECC “Sokolniki’ area and leave your car at the parking area of the Exhibition Centre, and get your letter signed at the Organisers office (they keep one copy). Access to the gates will be allowed upon the presentation of the approved letter to the security at the entrance (they take 2nd copy). You should keep 3rd copy for move-out procedure. Attention If you move in additional exhibits and/or promotion materials during the exhibition, you need to include them in both copies of the letter (yours and the one remaining at the Organisers office in order to avoid problems when moving out). Move in/out of equipment during the exhibition period is only allowed from 9.00 to 9.30 and from 18.00 to 18.30. 2. Exhibitors who have ordered space only stands and/or builders of such stands, who have not passed through expert review or have not got an approval of accreditation department of ECC “Sokolniki”, are not allowed to proceed with build up works. Exhibitors who have ordered space only stands and/or builders of such stands must prepare a letter on the letterhead of your company in 3 copies as the one above (see P. 23) specifying the following: a list of construction equipment to be moved in, the name of exhibitor, stand number, and the amount of space ordered. Work passes (which are not valid during the exhibition) will be issued by the Organisers Office to all staff engaged during set-up and dismantling. Stand Builders apply for these passes at accreditation department of ECC “Sokolniki” during the expertise procedure. To receive work passes for other set-up personnel you need to present a letter listing the name of the company and, names and all passport details of the set-up personnel to the Organisers Office on-site. 4. Orders for loading/unloading operations (loading, storage of goods and packaging, delivery of exhibits to stands) are accepted by the official on-site freight forwarding and handling contractor, company BTG (preferably, at least one day in advance) upon the exhibitors’ application. Storage of packaging at the stand is forbidden in accordance with fire safety rules. For a smoother organisation of the move in/move out process there is a 30m perimeter around the pavilions designated as a loading and unloading zone. The mean of transport has to leave the loading zone immediately after unloading/re-loading is finished. Overnight parking on the territory is forbidden. 6. Badges (passes) for exhibitors are issued at the registration desk in the foyer of your Pavilion starting from the last set-up day of the exhibition. 7. General security of the pavilion is provided at the exhibition. Unfortunately, theft has become more frequent at exhibitions. In order to ensure safety of your exhibits, we highly recommend that your stand is manned when the doors are open. ECC “Sokolniki” and MVK cannot be held liable for the safety of your goods. 8. Move out of exhibits and equipment on the last day of the exhibition is permitted after 18.00 only. Trucks are admitted to the territory starting from 8.00 on the next day. 9. Business trip documents can be signed and stamped at the Organisers Office on-site. IMPORTANT If you exhibit heavy goods, you or your transport agent must be extra careful when moving exhibits or other heavy equipment. It is essential to use 20mm thick plywood boards or other similar material to protect the floor. The exhibitor is liable to compensate any damage caused. Do not send goods by courier Important In order to avoid problems or delays in delivery, all shipments have to be advised to the BTG Expo head office in Germany as early as possible in advance.
