Phase II was introduced with a new government policy called the Viability Gap Funding (VGF) Scheme and a Domestic Content Requirement (DCR) category for the very first time. Such reforms show that the industry is constantly evolving, but also raises questions: Should there be a fixed feed-in-tariff for solar projects? And is the domestic manufacturing sector mature and competitive enough to build a 100% local supply chain? Phase I of the NSM provided a steep and invaluable learning curve for the CSP industry in India.
