The use of thesecomponents provides a structural system that is very versatile,can be used in a variety of structures and provides unmatchedstrength and durability.In the early 1970's Hallsten Corporation pioneered the use ofaluminum components for the construction of structures to beused in a marine environment. The extreme corrosionresistance of aluminum in combination with the inherentstrength of aluminum extrusions provided the basis for amarine structural system that provided unmatched quality andvalue. These early structures were fully assembled with weldedconnections. Hallsten Corporation continued to refine thedesign of these structures and by the 1980's had eliminated themajority of the welds required to assemble the components.The welded connections were replaced with details thatincluded specialized adhesives as well as nonthreadedmechanical connectors. Where welds were retained, the weldswere designed to minimize the effect of fatigue induced in theheat effected areas. These welds were located in areas withminimal cyclical loading. Additionally, the remaining weldedconnections were designed with longer individual welds, whichtend to be more fatigue resistant. The weldless design proved tobe highly fatigue resistant as well as much more structurallyefficient than a fully welded design due to the elimination ofthese heat effected areas and their corresponding allowablestress reductions.The weldless structural design resulted in the issuance of UnitedStates Patent number 5,050,361, “Deck Structure”. Thisstructural system is comprised of panels that include theprimary structural beam section as a frame member for thedecking system. When assembled, the structure becomes self-framing as well as self-supporting.The application of this structural system as a tank cover becameevident to the engineers at Hallsten Corporation. A specificdesign was developed and subsequently United States Patentnumber 5,325,646, “Tank Cover Structure”, was awarded. Ourdesign provides for a cover system with integral support beamsas well as a panel system that allows for spanning capacity tomeet the needs of any field application. In no event shall the dead loaddeflection exceed the rise of any component in order to avoidsurface ponding.The structuralcomponents shall be designed to support a 400-pound load ona 6" X 6" area located anywhere on the surface of the structurewithout permanently deforming the tested area.All allowable design stresses instructural aluminum shall be in accordance with the"Specifications for Aluminum Structures" for building-typestructures by the Aluminum Association.The cover shall possess an integralnon-skid surface and no exposed area of cover system widerthan one inch shall be without ribs/non-skid surface. Thealuminum-decking surface of the structure shall be Hallsten'sDeck Slat, which is ribbed to provide an aggressively non-skidsurface. The edges of adjacent deck slats shall double interlockso that the slats shall act together. The decking surface shall bemanufactured form 6061-T6 alloy. The Manufacturer of thenon-skid surface shall demonstrate in writing satisfactoryperformance for a minimum period of 10 years in thewastewater industry for the intended purpose. This surface shallnot be achieved by the use of paint, adhesive tapes, sand blastingor any other meanse other than an extruded process.Panels shall be fabricatedentirely of 6061-T6 corrosion resistant aluminum extrusions.Every panel to beam connection shall be chemical resistant andwill not weaken or corrode and will interlock. A mechanical andreplaceable Santoprene seal shall isolate the cover perimeterfrom the concrete wall. No foam tape or caulk shall be allowed.Thealuminum cover shall be composed ofpanels and beams. All panels shallinterlock with the adjoining beam andpanels without the use of threadedfasteners. Uplift of each panel will beresisted with the use of an integral latchsystem. The weight of an individualpanel shall not exceed 150 pounds.Each removable panel shall be easy toremove without disruption of adjacentpanels and the lifting force requiredshall not exceed the dead weight of thepanel.7. ACCESS HATCH PANELS:Access to any location under the covershall be gained through integral gearhinged access hatches. The AccessHatch Panels shall have the identicalproperties as the rest of the aluminumcover including loads, deflection andslip resistance specifications. Theaccess-hinged panels shall be the fullpanel width. The length of the accesspanel shall be clearly indicated ondrawings. Hinged panel componentsincluding hinges, decking and liftinghandles shall be extruded 6061-T6.While in the closed position the hatcheswill be completely flush thereforeposing no tripping hazard. In the openposition the panel shall lie flat on thecover and will not need a hold opendevice.7. Material shall be new and of topquality.Welding shall be with electrodes of analloy, which shall produce welds withstrength and corrosion resistantcharacteristics compatible to the basemetal.All fastenersbetween aluminum components shallbe stainless steel or structural plastic.Aluminum shall be isolated fromdissimilar materials by means of astainless steel spacer or an elastomericisolator. Beams and panels shall befastened to concrete using stainlesssteel drill in place anchor bolts.Nocarbon steel components shall be used.A mechanical andreplaceable Santoprene seal shall isolatethe cover perimeter from dissimilarmaterials such as concrete and steel.No foam tape or caulk shall be allowedfor isolation of cover system.VII. TESTING1. LOADS:2. PREQUALIFIED SHOPTESTING:After installation the covers t ruc tu re wi l l be t e s t ed forconformance with the deflection limits.A load of 400 pounds will be placed asdirected by the Engineer and themaximum deflection created by theload will be measured.MANUFACTURERshall perform a prequalified shop airtightness test and certification for thecover components proposed. This testshall be performed in accordance withthe “Procedural Standards for Testing,Adjusting and Balancing of Environment System” as publishedby the National Environmental Balancing Bureau (NEBB) oncover components of not less than 80 square feet. Said test shallbe conducted and witnessed by a NEBB certified technician.The method of testing, test apparatus and proposed contents ofthe test report shall be submitted to the ENGINEER forapproval. Subsequent to the receipt of ENGINEER'S approval,the MANUFACTURER shall set up testing protocol andschedule the test. The MANUFACTURER will provide theENGINEER with at least 72 hours notice prior to thescheduled test. A report of the test shall be prepared by thecertified technician and shall be sealed with the NEBB seal. Thereport shall include a description and illustration of the testcomponents, a description and illustration of the test apparatusand a report of the results. The cover shall maintain an airintrusion leakage rate not to exceed 0.2 cfm per square foot at anapplied negative pressure of 0.2 inches of water column for a 5-minute duration.VIII.
