6Network ManagementRotek Environmental Inc. provides a fullrange of monitoring requirements in supportof Ambient Air Monitoring Networks. Alongwith providing technical expertise in the selection,operation and maintenance of specialized air mon-itoring instrumentation, we have proven experi-ence in the area of Network Management. For sev-eral years, Rotek has provided contractual supportfor the Nanticoke Environmental Committee (NEC)air monitoring program.This network consists of state-of-the-art con-tinuous air monitoring instrumentation, real- timetelemetry, data acquisition and a number of partic-ulate and VOC monitoring instruments. Monitoringis required in support of local airshed management,both Provincial and Federal monitoring programsand to assess off property impacts of local indus-tries (Figure 1).Rotek provides a full line of network managementrequirements to meet program delivery. These Network func-tions include ;Budgetary Requirement• prepare annual operating budget (Figure2)• provide and maintain the required budgetary documentation• provide detailed breakdown of operational costs• negotiate with suppliers for competitive pricing• coordinate payment of associated utility costs such as;(communication & hydro)• provide monthly summary of utility accounts and leaseagreementsNetwork Service Contract• provide and stock parts/ supplies required to maintainair monitoring network with minimal downtime• operate, maintain, service and repair required networkinstrumentation • coordinate required utility services such as, hydro andcommunication • coordinate offsite lease agreements with land owners• coordinate activities of sub-contractors providing sup-port to the network such as; software upgrades, com-patible data acquisition systems ,Electrical / HVAC con-tractors• provide Web based data access• provide Health and Safety requirements and complywith all applicable codes• provide back-up instrumentation to minimize downtime • provide 24 hour service• carry out special survey requestsLaboratory Support• negotiate with accredited laboratories for sampleanalysis• coordinate shipping of samples to and from laboratories• provide, complete and maintain required field datasheets and chain of custody formsQuality Assurance and ControlRequirements• incorporate required QA/QC activities• maintain scheduled calibration records• provide required annual summaries of all data andQA/QC reports.Figure 1 - Nanticoke Air Monitoring Network7Data Reporting and Validation Requirements• provide data summaries as per clientrequirements• apply required correction factors to data• provide both raw and finalized QA/QCedited dataCommissioning Air MonitoringStations• purchase / lease or rent air monitoring sta-tions• obtain required permits for station instal-lation• arrange for security and safety mecha-nisms such as; fencing and intruder alarmsystems• ensure adequate climate control• ensure Health and Safety requirements such as; roofaccess ladder, safety grading and roof railing (Figure 3)• provide station up-grading as needed• Installation of glass sampling manifold and sampleprobes (Figure 4)Providing Training Courses• provide specific training for clients on the operation andmaintenance of air monitoring instrumentation• develop a training plan for the operation and mainte-nance of air monitoring instrumentation• provide course outline, supporting docu-mentation material and hands on training• provide on-going technical support toclient• carry out module lectures and presenta-tionsFigure 2 - Budgetary RequirementsFigure 3 - Nanticoke Air Monitoring StationFigure 4 - GlassSampling Manifold
