The founder of ESR, having originally worked for the State of Missouri inthese areas, began the firm with a very high level of expertise. Originally, state specificseminars on compliance and permitting were presented in both Missouri and Illinois andmany industrial representatives attended. Some of these people became clients, and we arestill working for many of them today. Currently environmental and safety complianceconstitutes approximately 80% of our services for clients. Part of this includes extensivework in the monitoring of industrial work space air for OSHA chemicals and compliance.Over the years we have also obtained significant expertise with certain types of industries,such as foundries, and also in unique types of waste management challenges, havingworked rather extensively with explosive and reactive waste materials and also dioxin, anextremely toxic chemical discovered at a number of sites in Missouri.What are our AccomplishmentsWhile environmental compliance has always been our area of expertise, we have also hadsignificant success in complex environmental remediations and closure of land basedhazardous waste facilities. ESR was the primary engineering firm for the first clean closureof a land-based hazardous waste management facility (surface impoundment) in Missouri.This occurred after extensive off-site contamination was discovered and remediated, otherpast solid waste/hazardous waste management units (buried hazardous waste drums) werediscovered and remediated, and extensive groundwater monitoring. Another successfulproject was the in-place remediation of significant amounts of solvents at a manufacturingfacility under the Missouri Voluntary Clean-Up Program resulting in the first no-further-action letter in Missouri using the new EPA Risk Based Corrective Action (RBCA)guidance and standards.What are our Strategic PartnershipsESR is a small engineering and consulting company with unique expertise. In the projectusing the Risk Based Corrective Action guidance, other strategic partnerships were usedto supplement our expertise. The founder, Paul Meiburger, having a deepentrepreneurial spirit, started his consulting business as a one-man firm in 1986, after servingfor over five years with the Missouri Department of Natural Resources. The firm name waschanged to Environmental Resource Group in 1993 and recently renamed to ESR to moreclearly reflect all of the safety/OSHA services we provide. The founding principles for ESRare rooted in integrity and service, both of which work to the benefit of each client. Ourcontinuous goal is to make each of our clients more successful in achieving their managementand environmental goals. This is accomplished by combining an increased level ofenvironmental compliance with reducing the overall environmental costs. Additionalexperience includes analytical research at a nuclearreactor, acquisition and program management,administrative contracting management, medicalsupport, and insurance. Paul Meiburger, P.E. is president of Environmental and Safety Resources, Inc. (ESR). Beforestarting Meiburger Environmental Services, Inc. in 1986 (a prior name for ESR), Paul was em-ployed for over five years with the State of Missouri in the Hazardous Waste EnforcementProgram. Paul served with the state regulatory agency by initiating the hazardous wasteenforcement program in the state, training many of the regional office inspectors, and leadingthe hazardous waste permitting unit. He is a graduate of the University of Missouri atColumbia and is a registered Professional Engineer (PE), licensed in both Missouri and Illinois. Paul is a seasoned speaker in numerous aspects of environmental management, includingpollution prevention, safety, regulatory requirements, and permitting. Barnabas Dudas is vice-president of ESR. He graduated from the United States Air ForceAcademy in Colorado Springs, Colorado. While at the Academy, Barney earned a BS in civilengineering with waste water treatment and design coursework. He also earned his MBA fromthe Florida Institute of Technology, focusing in logistics. Barney’s areas of expertise includeRisk Management Programs (Clean Air Act, section 112(r)), ISO 14000, SPCC plans,Environmental Management Systems, and technical oversight of ongoing projects. Prior tojoining ESR in 1997, Barney was in the Air Force, serving over 8 years as an acquisitionprogram manager. He is currently a Major in the Air Force Reserves. Peggy Sato has a BA in Mathematics from Northwestern Illinois University, and has workedtoward her Masters Degree in Mathematics at the Illinois Institute of Technology. Peggy worksas a project analyst and an environmental reporting specialist. Peggy has experience inhazardous waste reporting, Community Right-to-Know reporting, and the OSHA HazardCommunication Standard. Peggy has completed a specialized course in the requirements for Certified Hazardous Materials Managers. Prior to joining the company in 1989, Peggy workedat the University of Missouri Hospitals and Clinics and also served as an underwriter forTravelers Insurance Company.Mike Hall has a BS in Fisheries and Wildlife from the University of Missouri at Columbia. Mike is a Senior Certified Hazardous Materials Manager, with experience in hazardous andspecial waste management, air pollution permitting, underground storage tank investigationsand removals, and Community Right-to-Know reporting. Prior to joining ESR in 1996, Mikeworked with Sherwin-Williams Paints and conducted research at the University of Missouriand with the Missouri Department of Conservation.Specialized Associates are also utilized on an as-needed basis. In order to provide the highestquality service to our clients at a cost-effective rate, it is sometimes necessary to utilize theexpertise of specialized professionals that own a vast wealth of very specialized knowledge. There are newintegrity testing and environmental equivalency requirements which impact many ofour current clientele and self-certification procedures for facilities under 10,000 gallonsof above ground petroleum storage. Every facility that stores petroleum products abovethe 1,320 gallon threshold falls under EPA’s SPCC rule.
