H2O2 was classified as being a candidate for “Theft and Diversion” and therefore DHS requires site registration if the Screening Threshold Quantity is met (>400 lb at >35%). This amounts to a 55-gallon drum of 35% of H2O2. The DHS further states, “the facility shall only consider theft/diversion chemicals of interest in transportation packaging as defined by 49CFR 171.8 (unattended trailers, isotainers, totes, drums). By this clarification, fixed storage tanks (bulk and min-bulk systems) are not regulated under this law and do not require registration. USP, however, insists that sites be secured and public access restricted to all USP delivery locations, regardless of DHS registration status. ?????????????????????????????????????? For customers interested in using less hazardous materials, USP can provide H2O2 as a Class 1 Oxidizer (27%) or as a non-rated chemical (<8%).
