Laboratory testing and research using over 1100 polymer research papers from agriculture, medical, mining, petroleum, and food processing fields have led to the formation of APS. "During the development of this final permit, EPA conducted futher research into the relative toxicity of chemicals commonly used for treatment construction stormwater discharges. This research was intended to supplement the aquatic toxicity data collected as part of the C&D rule promulgation, and to address comments received on the proposed CGP relating to toxicity. The research focused on different formulations of chitosan, a cationic compound, and both cationic and anionic polyacrylamide (PAM). In summary, the studies found significantly less toxicity associated with using anionic PAM."
