RRS submits appeal against Derby`s planning refusal

Resource Recovery Solutions (Derbyshire) has lodged an appeal against Derby City Council’s decision to refuse planning permission for its waste treatment facility.

A spokesperson for RRS said: “RRS has a strong case to lodge an appeal against Derby City Council’s planning committee decision to refuse consent for the facility. Not only does the application conform to all relevant planning policies, no statutory consultees objected to the application and Derby City Council’s planning officer recommended the application for approval on two occasions.”

Both Derby City and Derbyshire County Councils agreed to fund 90% of the cost of an appeal.
RRS plans to build a mechanical biological treatment plant, which will be capable of reprocessing 60,000 tonnes of waste annually. An Advanced Conversion Technology facility – which uses gasification to generate energy from waste - is also proposed. The firm was chosen as preferred bidder for a 27-year contract to provide a solution to the area’s waste.

In October 2009, the council indefinitely deferred the planning application for the facility. It had wanted the waste management firm to submit further information about what impact the plant would have on public health. Then in December 2009, planning permission was refused.
