All ocean-going vessels are required to use ballast water to achieve stability, usually water harvesting in coastal harbor area, and has been transported to the next port, even until the other side of the port of destination of the earth will be drained. This water usually contains marine organisms, such as: plankton, algae, bacteria, and various biological eggs, cysts and larvae. Although many will die during transport, but some will survive and affect the local marine environment, against the native species, local ecosystems and play a serious role in the destruction.

Thus, IMO establish strict standards to control ballast water operations, and has released two international covenants to solve this problem; the first is the International Convention on Maritime Pollution (MARPOL) to prevent, for discharge from the ship out of the waste and wastewater (entered into force in 2003); the second is the international ballast water management Convention (BWM), is used to control the spread of alien species (will enter into force in 2009). According to the BWM Convention, the ship`s ballast water must be treated, the size of water per cubic meter at 50 um or more live microorganisms in 10 or less.
