Civil & Municipal Engineering
Bolton & Menk, Inc. is focused on providing professional engineering services to meet the needs of municipalities. Unlike other firms that serve a large mix of private developers in addition to a limited number of municipal clients, Bolton & Menk has focused on serving upper Midwest cities since 1949. Over these years, we have continued to expand our areas of expertise based on their changing needs. We offer the basic services that communities need to address, such as the maintenance, reconstruction and expansion of their infrastructure systems.
Infrastructure Planning and Development
As part of the planning process, Bolton & Menk’s team of experienced engineers and specialists will analyze your infrastructure needs and develop a course of action that will meet those needs while addressing environmental and regulatory considerations. As options are identified, we provide detailed scope, cost and scheduling information so you can effectively plan improvements and evaluate your funding options.
Water and Wastewater Treatment
Bolton & Menk has been helping municipalities and industries clean, conserve and protect their water supplies for more than fifty years. Using the most recent technological advancements we plan and design systems and processes to meet regulatory requirements, collect and treat water and wastewater, and meet capacity demands.
Transportation Services
Bolton & Menk offers a broad spectrum of transportation planning, traffic engineering and project development services. Throughout all phases of the project – from scoping to design to construction – we work closely with the client and project stakeholders to successfully integrate the project into the area’s broader transportation network and land-use plans.
Aviation Services
The Aviation Group at Bolton & Menk provides full-service aviation consulting services to municipalities that own and operate General Aviation airports. We maintain relationships with key contacts, at both Federal Aviation Administration (FAA) and state aviation agencies, to better understand and complete the airport development process.
Specialty Services
Bolton & Menk’s expertise goes beyond that of the traditional civil and municipal engineering firm. We work with communities to develop their parks and recreation facilities. We design landscapes to beautify the entrance to a city. We provide environmental reviews and analyze the downstream impact of storm water runoff and flooding. We provide municipalities and counties with mapping capabilities to keep track of property data. If it’s within the realm of civil and municipal engineering, Bolton & Menk does it.
Value Engineering
To evaluate and review each design, Bolton & Menk utilizes a value engineering approach. In-house or outside experts are invited to assess the design and suggest practical, cost-effective plans for improving it. This process generates better designs and processes, and ultimately, greater savings for clients.
Sustainability
Bolton & Menk is committed to engaging the interests of all stakeholders and providing sustainable solutions that are technically feasible, publicly acceptable, environmentally compatible and economically viable.
Public Involvement
Public involvement is an important part of any municipal engineering project. Bolton & Menk will assist in coordinating public hearings, forums and open house meetings. We also use direct mail surveys and newsletters, and meet with individual property owners to provide information and build consensus.
Funding Expertise
Finding funding sources for municipal infrastructure projects can be a real challenge at times. Bolton & Menk has developed the expertise to assist in this area with our knowledge of current programs, relationships with funding agencies and deep understanding of application processes.
Complete Project Delivery
Bolton & Menk acts as a liaison between contractor and client, providing administration and oversight services. We provide bidding and staking services, communicate with property owners affected by construction and coordinate with regulatory agencies. Our engineers are on site, observing construction to assure the project is completed on time, under budget and according to specifications.
