Construction Management Services
Whitson Contracting & Management, Inc. acts as an owner’s designated representative on engineering construction projects. WCM manages the design and permit process; writes all project bid documents; writes all contract documents including consultant agreements; manages the construction process; writes all contract change orders; manages SWPPP; manages the design engineers, City and or Caltrans, geotechnical engineer, surveyors, biologists, paleontologists, archeologists, and applicable utilities; closes out the project; assures City and/or Caltrans acceptance of the project; and obtains bond releases.
The La Costa Condominium project has been a challenge to get constructed since the 1970s. Slope failures, litigation, design difficulties, and geotechnical restrictions made construction cost prohibitive. When Whitson Contracting and Management (WCM) was hired to move this project forward, the first item of business was working with the engineers to amend the plans and specifications so the project could be built. Through this process of design revisions and realistic budgeting, the owners felt confident to move forward with the permit process and ultimately construction. The site development portion of this project is budgeted at $6mil and final costs should come in at just under $5.5mil.
Construction Management and Storm Water Inspection services are currently being performed to build La Costa Condominiums. Scope of work includes slope failure repairs and reconstruction, site earthwork, CMU retaining walls, wet utilities, dry utilities, AC paving, site concrete, irrigation and landscape.
WCM developed a multi-prime contracting system for this project. All bid and contract documents were developed by WCM for all site trades. WCM is providing full-time site management and supervision. Both CPM and weekly schedules are developed, reviewed, updated and enforced. Project and work task safety is reviewed prior to and is tracked during construction activities. WCM coordinates all applicable inspections from agencies to 3rd party inspectors in order to ensure project acceptance. All contract administration activities are performed by WCM, including review and approval of change orders, progress payments, submittals, RFIs, inspection records, correspondence, daily reports, SWPPP inspections, rain event sampling, as-built documents...
Whitson CM managed the construction of Carmel Valley Road from Dove Canyon to Black Mountain Road. This $28mil multi-year project was constructed using multiple trade contractors (no GC).
One of the most significant challenges of this project was designing how to relocate a 1,000lf portion of the Rancho Bernardo 36" water transmission main. This non-welded 35-year old steel waterline was located 45ft above the new centerline of roadway. To complicate matters this 45ft comprised of solid rock and the water line could not be shutdown for more than a few working days.
Another aspect of this project that presented challenges was that the project was constructed in an easement where the owner was under a Clean-up and Abatement Order by the SDRWQCB. Only by completely rethinking of how to construction such a large project on the side of a mountain (with several hundred acres of watershed flowing through the project limits) were we able to successfully complete the project without incident or non-approved discharge. In fact this project, founded the cornerstone of WCM`s Storm Water Compliance Division.
Construction Management services were provided for multiple contracts the extension of Carmel Valley Road (approximately 7,100 lf) in San Diego.
The scope of work consisted of site clearing, 1 mil cy of rock excavation, rough grading, storm drain systems, dry utility installations, cast-in-place PCC bridge, geogrid retaining walls, 6,200 lf of 36” waterline, 1,100 lf of 48” waterline (realignment of existing 36” Rancho Bernardo pipeline), rock crushing, aggregate and CTB production, street lighting, traffic signals, minor concrete, ac paving, MBGR and fencing, irrigation and landscaping.
WCM was hired to manage the construction of the widening of Camino Del Norte at Interstate 15 in Rancho Bernardo. The project added 2 additional turn lanes and 2 additional through lanes immediately adjacent to and under the interstate. The construction costs for this project were in excess of $12mil. WCM was also hired to manage the construction of a pedestrian bridge and intersection widening of Bernardo Center Drive and Camino Del Norte. The total costs for this project were in excess of $4mil, including a $2.5mil construction contract and $1mil in SDG&E transmission main relocations.
