From concept to start-up, an experienced partner brings additions to your plant online more efficiently. Headwaters Plant Services has the experience and capabilities to provide Construction Management services for any capital projects on your plant site. HPS has special expertise in overseeing design and construction of facilities related to handling byproducts and waste materials, including fly ash, bottom ash, sulfite FGD sludge, synthetic gypsum, CFB bed ash, and waste water treatment sludge. HPS and its affiliates have handled Coal Combustion Residuals at more than 100 utility sites in the United States. No other company has the breadth of experience that HPS can provide utilities when it comes to projects involving CCRs.

Probably the most important service that HPS can provide is the establishment of the Scope of Work for any project. HPS can utilize its unparalleled experience to ensure that each project will not only do what is required, but will also allow the utility to meet other possible needs in the future. For example:

In the design of a new fly ash handling system, HPS will design the system not only to allow for the disposal of the fly ash, but also to allow the utility to maximize the beneficial re-use of the fly ash. In some cases this has eliminated all disposal costs for our utility clients.

In selecting equipment types, HPS can draw from decades of hands-on experience operating and maintaining almost all types of material handling equipment in all regions of the country. From fly ash conditioning units, fly ash silos, pneumatic systems, and vacuum filters for FGD dewatering to almost any other bulk materials handling system, our experience will ensure that the equipment chosen for the job will be the right choice.

HPS also operates numerous landfills across the United States, giving us insight that ensures landfill designs that not only meet all regulations, but also provide operational efficiencies that contribute to cost effective operation of the landfill and lower disposal costs.

A full time staff of regulatory professionals also ensures that HPS provides advice that is timely and complete for every Scope of Work project. Correctly defining regulatory requirements as part of the design process ensures compliance in the most costeffective manner possible.

HPS frequently works with national engineering firms to ensure that final designs not only meet requirements of the Scope of Work, but also that the designs are carried out in a cost-effective manner. Decades of operational experience allow HPS to determine when systems are “over-designed” or when they are unlikely to meet the requirements of the project. Either of these conditions costs plant owners money.

HPS maintains alliances with three of the largest engineering firms in the United States and is available to review project designs on an as-needed basis from any other engineering firm.

HPS also provides dedicated, on-site staff to supervise construction projects and ensure timely, correct completion of projects. Examples of construction projects HPS has managed in the past two years alone include:

  • Conversion of a wet fly ash disposal system to dry handling
  • Construction of a multi-million-dollar coal ash rail to truck transfer facility that is designed to handle more than four million tons of coal combustion residuals annually
  • Construction of the largest coal combustion residuals landfill in the United States, consisting of more than 200 acres of development

All of these projects were completed on time and at or below budget.
