Environmental Impact Assessment (EIA) provides an internationally accepted framework that allows environmental and social concerns to be effectively addressed at an early stage of project design. WKC’s team of EIA consultants have extensive experience in:

  • Project screening and scoping studies for the identification of ‘key issues’
  • Environmental baseline surveys
  • Assessment of impacts including quantitative and qualitative methods
  • Identification of impact mitigation measures
  • Development of plans for monitoring, mitigation and managing the environmental consequences of a new project
  • Lender due diligence
  • Independent verification

Our consultants and associates have a proven track record in a wide range of sectors including all elements of the oil & gas industry, power, petrochemicals, transportation and mining. New projects within the Middle East region are subject to significant scrutiny by:

  • Governmental regulators
  • Equator Principle Financial Institutions (EPFIs) and their advisors
  • NGOs
  • Shareholders

WKC Group has developed PAPs (which normally include Environmental Impact Assessment (EIA) studies) to the requirements of the RC Environmental Regulations (RCER2015). Consequently we are fully familiar with these requirements and the expectations of the RC for major projects within Jubail, Yanbu and Ras Al Khair industrial cities. Furthermore, WKC Group is an approved consultant for the submission of EIA reports to the RC in Yanbu (in Jubail and Ras Al Khair no formal approval system is in place).

WKC Group, with its professionals who come from engineering and environmental disciplines, is ideally placed to complete or advise on PAP applications. We have successfully achieved permitting of over 20 PAPs and associated studies for a range of clients in RC jurisdictions including:

  • Ma’aden Ammonia II Package Project;
  • Saudi Butanol and Syngas Project;
  • SHROUQ ACN and NaCN Project;
  • Ibn Zahr Utilities and Offsites Project;
  • Saudi Elastomers Project;
  • Arabian Chlor Vinyl Project; and,
  • SATORP Jubail Export Refinery, comprising 9 PAP submissions.

Please contact Dr Ian James to discuss your permitting requirements within the Royal Commission jurisdictions. For more information about the RCER2015,  volume 1 and volume 2 are available for download below:

MS Word versions of the the permitting forms are available from Dr Ian James.

What is a Permit Application Package?

The RC was established by Royal Decree in the 1970’s with a remit to develop world class industrial facilities for tenants while maintaining the highest environmental standards. The RC has successfully developed Yanbu and Jubail, and more recently commenced development on a third Industrial City at Ras Al Khair.

At the heart of the permitting system for industrial facilities is the Permit Application Package (PAP). This is a mandatory submission as part of the planning process which requires a combination of engineering and environmental knowledge to successfully prepare. The PAP process is supported by submission of an Environmental Scoping Report followed by an EIA Report, a Best Available Techniques (BAT) Assessment, Air Dispersion Modelling Study, and Noise Modelling Study. We offer all studies necessary for permitting internally.
