Environmental Noise Compliance and Abatement
The Ontario Environmental Protection Act (EPA) defines a contaminant to include sound or vibration. In order to obtain a Certificate of Approval (Air & Noise) (CofA) for your facility, you are, as a minimum, required to assess and document the impacts of the noise emissions from your facility on Point(s) of Reception (PORs) in comparison to specific sound level limits contained in published ministry Noise Pollution Control (NPC) guidance documents.Compliance is usually demonstrated by conducting a detailed Acoustic Assessment.
The purpose of the assessment is to quantitatively evaluate the noise impacts from the facility on nearby noise sensitive land uses. If the assessment shows non-compliance, your facility is required to develop a Noise Abatement Action Plan (NAAP) and implement the recommended mitigation measures within prescribed timelines. The objective of developing the NAAP and implementing it within reasonable timeframes is to mitigate the noise impacts of those significant noise sources on nearby PORs.
Following the completion of the noise mitigation measures, an Acoustic Audit is generally required. It must be conducted by an independent acoustic consultant. The objective of the Acoustic Audit is to evaluate the actual noise emissions due to the operation of your facility. If the audit still shows non-compliance, further noise mitigation measures must be developed and implemented.

We use calibrated, state-of-the-art instrumentation to accurately measure equipment sound power levels. Noise impacts from your facility on selected PORs are predicted using Ministry of the Environment (MOE) acceptable software (Cadna/A) and all reports are prepared following the MOE NPC guidelines and protocol.
Pinchin’s Noise and Vibration team has prepared hundreds of Acoustic Assessment and Acoustic Audit reports to support CofA applications for clients throughout Ontario. We have also successfully negotiated with the MOE regarding noise mitigation measures on behalf of our clients.
We are also experienced in developing and managing noise abatement projects. We will:
- evaluate the acoustical performance requirements,
- prepare tender packages,
- coordinate and negotiate with suppliers and contractors,
- monitor off-site fabrication and on-site installations.
Final inspections, testing and approval of the installations will be conducted in collaboration with the client to ensure that the requirements of the NAAP have been achieved.
