It`s the purchase or contracting of products and/or services that not only takes economic or technical aspects into consideration but also the environmental impact of those aspects throughout their whole life cycle. This implies that, in addition to taking into account environmental performance of the materials and products used or acquired (including their use and their manufacturing process), the methods and procedures used in the execution of the contracts and the environmental performance of the suppliers and the manufacturers should also be taken into account.

The economic scale of GPP represents approximately 16% of the European GDP and 14% in the Basque Autonomous Community.
