Green Public Procurement (GPP)
It`s the purchase or contracting of products and/or services that not only takes economic or technical aspects into consideration but also the environmental impact of those aspects throughout their whole life cycle. This implies that, in addition to taking into account environmental performance of the materials and products used or acquired (including their use and their manufacturing process), the methods and procedures used in the execution of the contracts and the environmental performance of the suppliers and the manufacturers should also be taken into account.
For example in contracting cleaning services, it will be taken into consideration that the cleaning products are eco-friendly and additionally that the service provided is conducted so as to have the least possible environmental impact (less water and energy use, selective waste collection ...).
The economic scale of GPP represents approximately 16% of the European GDP and 14% in the Basque Autonomous Community. This has meant that the GPP is recognized by the European Commission itself as a highly valuable instrument in the implementation of environmental strategies and business competitiveness.
Green public procurement, therefore, is a tool that presents clear advantages for the administrations and their suppliers in that:
- It generates significant environmental improvements.
- It displays exemplary administrative bodies, improving their image.
- It drives the private sector, promoting the competitiveness in companies, better environmental performance and reputation and promotes the development of new markets for environmentally improved products and services.
