This a structured process with milestones and gateways through the Pre-FEED, FEED and Detailed Design. During the project development several departments are involved such as Finance, Engineering, Environmental and supply chain. The main goal is to bring the project to Financial Investment Decision (FID), meaning that all consents have been secured, the business case and financing package has been fully developed and commercial terms on both financing and key system supply has been established.

Preliminary Front End Engineering Design (Pre-FEED), or a Feasibility Study, is the initial phase of the design process. Pre-FEED includes the Design Basis Documentation and Conceptual Design. The Design Basis document outlines the functional requirements and environmental constraints to be adhered to during the design process; describes the design philosophy for all aspects of the farm, as well as parameters, load factors and tolerances for specific systems and components.

The Conceptual Design covers Yield Assessment and Availability, Hull, Power Take-Off, Mooring and Anchor System, Offshore electrical infrastructure, Fabrication, Integration and Offshore Installation, Operations and Maintenance, Cost Estimation and Project Analysis. The Conceptual Design consists of descriptions of the methodologies and assumptions for each of these areas, general arrangement drawings and numerical modelling outputs analysis.

FEED (Front End Engineering Design) includes basic design of major components, while Detailed design implies detail drawings to be used for manufacturing of the components and systems. The FEED also includes Cost Engineering, Operation & Maintenance methods, Installation and HSE & Risk Assessments. In essence, the FEED involves detailed work to ensure a bankable project with the ability to get to a fully consented site involving environmental assessments, access to grid, port availability, detailed constraint mapping, and project finance, as well as 3rd party involvement with marine operators, grid providers and authorities.
