ERCB Requirements
As per ERCB Directive 71 – Emergency Preparedness and Response Requirements for the Petroleum industry
"The Licensee is expected to assess the risk its operations pose to the environment and be prepared to provide effective response capability in the event of a spill, particularly into moving water."

All wells (except those suspended in accordance with ERCB requirements and gas wells that produce less than 2 m3/month of hydrocarbon liquids.
