Spill Prevention Control & Countermeasures Services (SPCC)
The United States Environmental Protection Agency (EPA) requires Spill Prevention, Control and Countermeasure (SPCC) plans for any facility with an aboveground oil storage capacity of 1,320 gallons or more of oil (new oil, used oil, petroleum, or vegetable oil-based products) that could reasonably be expected to discharge oil to navigable waters. Etech provides professional services to develop and implement the SPCC Plan.
Our environmental professionals will:
- Conduct a thorough site visit
- Map the site, including all oil storage vessels, above and below ground piping, and secondary containment (including volume determination) and site drainage patterns
- Identify issues that need correcting and allow the client the opportunity to correct the issues before the Plan is finalized
- Prepare the SPCC Plan
- Have a Professional Engineer certify the Plan
In some cases, the regulations may require the production of a detailed Facility Response Plan (FRP) that has more specific and stringent requirements. There are also requirements for facilities with underground storage capacities of 42,000 gallons or more. The basic applicability determination (other factors may apply) for a facility is presented below in a decision tree.
