WACAF Aerial Surveillance & Dispersant Services
This supplementary Tier 2 service is available to all Members with oil and gas exploration & production (E&P) facilities in West and Central Africa (WACAF) waters. The WACAF Aerial Surveillance and Dispersant Service provides aerial regional cover from the western boundary of Côte d’Ivoire in the north west to the southern boundary of Angola and the adjoining sea for a distance of 150 miles from the coast.
The WACAF service was established in response to requests to provide timely Tier 2 support for Members operating in the region. It offers a regionally located, fast and cost-effective response to oil spill incidents. The service utilises a converted Bandeirante aircraft that can be rapidly fitted with a dispersant spray system and surveillance equipment package.
WACAF membership is available to OSRL’s Members by annual WACAF subscription. Members have access to:
- A dedicated Bandeirante aircraft with infrared capability, DSLR camera surveillance equipment, satellite communications, GPS data systems and a stockpile of dispersant all positioned at Accra International Airport in Ghana
- Additional stockpiles of dispersant are positioned in Angola, Côte d’Ivoire, Equatorial Guinea, Gabon and São Tomé. The service is widely used by Members for spill responses, oil spill response training and exercises
