CEM 402- Strategies In Environmental Management

This course takes a deeper look at the role of each level of government in Canada in environmental management, from the setting of specific environmental regulations and definition of environmental impact assessment procedures, to broader policy decisions with environmental consequences of their own. A range of approaches to environmental management (e.g, visioning, adaptive management, decision analysis) are explored, drawing on examples from Canada and elsewhere in the world. Also, given that even the best-laid environmental management plans may not prevent conflicts from arising between stakeholders, the course reviews dispute resolution techniques and their application to conflicts over environmental issues.

All human activities have an impact on the environment in which we live. Environmental management (EM) can be described as the process by which those activities are planned and implemented in such a way as to minimize and/or mitigate that impact, while making the necessary trade-offs between environmental and other considerations. In this course, we consider different EM strategies and the roles played by different stakeholders in dealing with the various types of conflict and uncertainty that may arise, building on many of the themes introduced in CEM 400. We will take a deeper look at the role of each level of government in Canada – federal, provincial, and municipal – in EM, from the setting of specific environmental regulations and definition of environmental impact assessment procedures, to broader policy decisions with environmental consequences of their own. A range of approaches to EM (e.g., visioning, adaptive management, decision analysis) will be explored, drawing on examples from Canada and elsewhere in the world. And, given that even the best-laid EM plans may not prevent conflicts from arising between stakeholders, we will review dispute resolution techniques and their application to conflicts over environmental issues. These topics will be covered through a combination of course readings, class discussions (synchronous and asynchronous), and a series of assignments.
