NYC Title 15, Chapter

Despite the federal bans of asbestos insulation in new construction, a substantial number of buildings in New York City still contain some form of asbestos. New York City Title 15, Chapter 1 (Asbestos Control Program) provides rules and limitations for building owners and contractors that handle asbestos. As per Title 15, anyone performing renovation, alteration, or demolition of a building in NYC must:

  • Ascertain if asbestos will be disturbed by the scope of work.
  • Obtain a permit from the Buildings Departments prior to commencing the work. In order to obtain a permit, one of these two forms must be submitted to the Building Departments: a “Not an Asbestos Project Notification Form” (ACP-5); or an “Asbestos Project Notification Form” (ACP-7). ALC’s trained New York City Investigators perform asbestos surveys for architects, building owners and contractors throughout the five boroughs of New York City, to determine if asbestos containing materials will be impacted by the proposed work.
