The Laboratory has provided service to customers located in 50 states and 5 foreign countries. Approximately 3000 contracts are completed annually with its commercial customers. In addition to its commercial customers, the Analytical Services Laboratory has and is providing service to various Department of Defense organizations including the Space and Missile Defense Command (SMDC), the Defense Threat Reduction Agency (DTRA), the Air force, and Army Aviation.

The Analytical Services Laboratory is known for its ability to perform sophisticated, non–routine, analyses that may involve the use of more than one analytical technique. The Laboratory routinely performs tasks such as material identification, failure analysis, process troubleshooting, process evaluation, verification of material specifications, contaminant identification, nondestructive verification of component quality, etc. The Laboratory is known for its broad scope of accreditation, its quick turn–around time, the quality and timeliness of its written reports, the technical ability of its staff, the cost effectiveness of its analyses, and the ability of its staff to provide personalized service to its customers.

Constellation was incorporated in Florida in September 1992 by Dr. Carl Rester who was at that time director of a federally funded research institute at the University of Florida. Building on the institute’s successes, Constellation opened its doors for business in St. Petersburg, FL in June 1993 and began an expansion into the former Dept. of Energy (DOE) Pinellas Plant, now known as the STAR (Pinellas County Young/Rainey Science Technology & Research) Center, with the opening of its crystal products laboratory in October 1995. Constellation completed its relocation into the STAR Center in the last quarter of 1996 and completed integrating all of the former DOE analytical laboratories into its operations during the first half of 1997.

Constellation’s first contract, starting in January 1994, was a two-year contract with the Defense Advanced Research Projects Agency (DARPA) of the Dept. of Defense (DoD) for developing new techniques in nuclear monitoring. In August 1996, Constellation started new DARPA-sponsored defense research and development contracts for the development of nonproliferation technologies. These contracts were successfully completed in 1997 and 1998, respectively.

In August 1998, contracts were started, completed at the end of 1999, that included development and delivery of mercuric iodide detectors, advanced nuclear detection systems, and final reports on improved forensics and analysis techniques.

In July 1999, Constellation became employee owned by purchasing of all assets and business from the trusts established upon the death of Dr. Rester. The purchase was accomplished by establishing CTC Holding Corporation as the purchasing entity. Immediately after the purchase, CTC Holding changed its name to Constellation Technology Corporation and the seller changed its name to Rester Laboratories, Inc.

Constellation’s Analytical Services Laboratories can provide a myriad of testing disciplines to assist you. These disciplines include Non Destructive Testing, Industrial Chemistry, Mechanical Testing, IAQ/Particulate Testing, and Quality Assurance Testing Services.  The Analytical Services Laboratory currently has customers located in 40+ states and 5 foreign countries, averaging 950 contracts per year.

The Analytical Services Laboratory is accredited by the American Association for Laboratory Accreditation (A2LA) for chemical (Certificate # 1171-01), mechanical (Certificate # 1171-02) and nondestructive (Certificate # 1171-03) testing. A2LA accreditation ensures that the Laboratory’s Quality Plan is compliant with ISO/IEC 17025, 'General Requirements for the Competence of Testing and Calibration Laboratories,' the international standard for contract analysis laboratories. A2LA accreditation enables the Analytical Services Laboratory to provide analytical services to all ISO 9000 certified manufacturers.

In addition to its commercial customers, the Analytical Services Laboratory has provided service to the Space and Missile Defense Command (SMDC) and the Defense Threat Reduction Agency (DTRA) of the United States Department of Defense (DoD). Constellation is a prime contractor for the United States Department of Defense. Constellation’s DoD contracts have focused on the development of sensors for the detection of materials used in nuclear, chemical, and biological weapons of mass destruction. In each of the corporation’s contracts, the Analytical Services Laboratory has performed specific tasks focused on the development and/or evaluation of protocols employed for the determination of fissile materials in soil and water, isotopic ratios of fissile materials in environmental particulate, and chemical agents in soil.
