The United States Environmental Protection Agency (EPA) requires Spill Prevention, Control and Countermeasure (SPCC) plans for any facility with an aboveground oil storage capacity of 1,320 gallons or more of oil (new oil, used oil, petroleum, or vegetable oil-based products) that could reasonably be expected to discharge oil to navigable waters.
