Gallagher Marine Systems (GMS) has prepared a variety of regulatory compliant and customer specific Contingency, Strategic and Tactical Response Plans and Operations Manuals.  These plans have been developed for Marine Transportation-Related (oil refineries, oil terminals) Facilities, Mobile Facilities, Pipeline and Power Companies.  In addition to plan preparation, GMS also reviews contingency plans and operations manuals for regulatory compliance and third party vetting purposes to provide an objective appraisal of the respective plan and manual contents.

Gallagher Marine Systems (GMS) has designed, executed and evaluated a variety of exercises and training seminars for facility, pipeline and power companies.  These exercises and training sessions vary in scope and complexity based on the needs of the customer.  The exercise or training package is designed to customer specifications in meeting attainable objectives for participants.

Since the inception of OPA "90, GMS has been providing this most critical service to thousands of ships, twenty-four hours a day, 365 days a year. We maintain a staff of highly qualified, continuously trained QI"s that specialize in Incident Management and regulatory compliance.

GMS provides vessel and cargo owners and P & I Clubs with incident monitoring services. GMS personnel and associates have managed or monitored hundreds of marine oil spills throughout the United States and abroad on behalf of cargo owners, P & I Clubs and other industry organizations.

Contractor Selection and Contracting Assistance. At GMS, we assist our clients in developing the most cost-effective solutions to OPA-90 compliance issues by advising clients on: Firefighting services and contractor selection. Emergency lightering services and contractor selection. Salvage services and contractor selection. Compliance requirements. Oil Spill Removal Organization selection.

Forensic Support: GMS regularly furnishes advices and expert testimony in support of litigation and arbitration, principally on behalf of defense attorneys. Such support has ranged from expert testimony respecting the technical aspects of response to the efficacy and cost-effectiveness of spill response strategies and tactics to the suitability of cost control over response efforts.

GMS provides Shipboard Technical Services to ship owners, managers and Masters. Our team is strategically positioned all over the U.S. and its territories to provide very cost-effective service. The team has highly experienced individuals with a diverse range of expertise including comprehensive ship management and extensive sea-going experience.

GMS can provide highly trained personnel to assist with voluntary or mandatory Environmental Compliance Programs. Our team has experience working with ship owners and managers implementing ECPs in various roles, such as: Independent Consultant. Third Party Auditor. Court Appointed Monitor.
