We operate our own specialist plant and equipment with WAMITAB qualified personnel for all physical, chemical and bioremediation (biological) techniques carried out and by combining the key knowledge and expertise of our remediation specialists, with the wider resources of our parent company Blackwell including major earthworks and civil engineering (Blackwell) and demolition (Masterton), we can offer a complete 'one-stop-shop' enabling works and remedial process package.
With this approach, as remediation contractors and specialists, we have successfully completed some of the most challenging and prestigious remediation projects in the UK.
HBR was established in 2001, between UK contractor, Blackwell and Dutch remediation specialist Heijmans, following a successful main/subcontractor relationship in the UK. The two companies realised that their combined strength could create a joint venture business providing innovative technologies, management, plant/equipment and the financial resources to undertake remediation works across the development, construction, industrial and public sectors, both here in the UK and Europe.
C A Blackwell (Contracts) Ltd is a general civil engineering contractor specialising in earthworks, ground improvement and remediation in the UK. Blackwells have been operating in the UK and Irish markets over the past 50 years, during which time they have established one of the largest fleets of earthmoving equipment in Europe and a reputation for success in the civil engineering industry.

Heijmans Infra Techniek B.V. is the remediation operating company of Heijmans NV, a multi-billion euro turnover construction conglomerate. Like most Dutch remediation specialists, Heijmans, has been operating within the very onerous environmental industry since 1985 and gained experience in many different remediation technologies as a contractor, designer and as a service provider operating static plants. Contracts have been undertaken in Holland, Belgium, Germany, UK, Spain and Portugal.
In September 2010, Blackwell completed the buyout of Heijmans interests in Heijmans Blackwell Remediation, which is now renamed as HBR Limited, retaining full technical services capabilities.
HBR employs the ISO 9001:2008 accredited processes and procedures contained within the Parent Company's Quality Management Systems.
These ensure that all works are undertaken to recognised standards and that sufficient quality records are stored in retrievable formats. Remediation validation is generally undertaken by an external Environmental Consultant in order to avoid any conflict of interest. Site based remediation works are undertaken within the ‘environmental permitting (mobile treatment licensing)’ regime for which HBR retains the current approvals and documentation.
Safety & Environmental
The Health, Safety and Environmental management systems adopted by HBR are compliant and accredited to ISO14001:2004. The preparation of method statements and correctly evaluated risk assessments relies on the in-house experience of the management teams and process operators. The benefit of in-house design capabilities is the risks and hazards can be designed out from the process plant or site execution phase. Statistics are maintained and reported in accordance with UK regulations.
HBR has made significant investment in numerous items of plant and equipment to strengthen both our insitu and exsitu remediation capabilities. We also maintain plant which is available for operator hire, please select the Plant Sales / Hire tab for more information.
Additionally, HBR have support from Blackwell's in-house plant fleet which is one of the largest in the UK, including items such as motorscrapers, dump trucks, dozers, excavators, motor graders, road planers and a range of smaller items.
HBR provides total remediation solutions including:
- Aerobic bioremediation

As a consequence of the parent company’s resources and experience HBR is also able to undertake the pre-remediation works such as the removal of foundations and services, geotechnical soil improvement during and post remediation along with the post remediation construction of drainage, roads and structures.
The in-house design team supports the ‘design and build’ proposals in conjunction with independent Environmental Consultants employed to negotiate remediation strategies and to provide final validation reporting. Works have been executed under most standard forms of Contract but more commonly in the form of lump sum all risk. Design, product and workmanship warranties are all available to suit the scope of work undertaken.
At HBR we take extremely seriously our responsibility to protect our workforce and the general public from harm and have in place robust and proven health and safety procedures to ensure this is the case. Likewise our philosophy to the environment is one driven by a top down commitment to provide environmental improvement wherever possible. Our targets for measuring this success are constantly monitored and our Safety and Environmental Leadership team provide the forum for evolving our procedures.
