HELIX has provided environmental impact analysis and assessment services and has managed environmental compliance programs for a wide range of projects in conformance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).

HELIX’s experienced biological consultants have collectively completed hundreds of biological studies and environmental documents ranging from small development projects to large-scale specific plans and resource planning efforts. HELIX biologists regularly work with both the public and private sectors on monitoring and surveying development-related projects, including large- and small-scale housing and commercial developments; military bases; road, highway, and other civil projects; pipeline and powerline alignment studies; and parks and recreation facilities. The HELIX biology staff holds U.S. Fish and Wildlife Service permits for coastal California gnatcatcher, Quino checkerspot butterfly, San Diego and Riverside fairy shrimp, desert tortoise, and southwestern willow flycatcher.

HELIX brings extensive experience with both the design and implementation of Mitigation Monitoring and Reporting Programs for environmental compliance monitoring in the field. These programs are prepared in consultation with the project CEQA and/or NEPA Lead Agency and affected regulatory agencies and often incorporate a project’s permit conditions. HELIX has prepared mitigation monitoring programs for a variety of projects, including large-scale land developments, reservoirs, water reclamation facilities, and ocean outfall construction. Mitigation monitoring programs identify monitoring and reporting procedures, monitoring responsibilities, and monitoring schedules for all mitigation measures and permit conditions identified.

HELIX is experienced with resource agency permitting, resource-based legislation, land development procedures and biological resources-related permit processing requirements for local, state and federal lead agencies.

Our staff is comprised of licensed and experienced individuals who work together as a cohesive team to deliver original and inspirational designs and insightful analysis.

Geographic Information Systems (GIS) has become an essential tool for any decision-making process that involves a geographic or spatial component. HELIX specializes in environmental uses of GIS, with additional capabilities extending to many GIS, CAD and graphic applications. HELIX uses state-of-the-art mapping software and hardware to perform analysis and mapping to ensure that clients receive the highest quality product available.

HELIX offers a wide range of architectural, industrial and transportation noise planning and control services to assist our clients with land use planning, environmental compliance, architectural design and industrial operations. Our environmental noise consulting specialists provide recommendations and technical studies that help our clients in comply with local, state and federal noise regulations designed to protect people and wildlife.

Federal agencies may access HELIX’s services through our General Services Administration (GSA) federal supply schedule, Contract No. GS-10F-0020V. HELIX provides GSA services under SIN 899-1, Environmental Planning and Documentation, and SIN 899-7, Geographic Information Systems (GIS). HELIX`s team of air quality experts provide analyses of air quality, climate change and health risk, including the following services: Emissions inventories for criteria pollutants, greenhouse gas management, and air toxics for stationary, mobile, and area sources. Air quality permitting and compliance planning for New Source Review, Prevention of Significant Deterioration, Title V, and Toxic Air Contaminant programs and for compliance with the CEQA and NEPA processes.
