Planning and Community Development
MFA provides a broad range of planning services that can be applied to new development, site adaptive reuse, long range strategic planning, and feasibility studies. Our multidiscipline planning group has the problem-solving skills and creative insight to help clients meet their business and regulatory objectives and gain community support.
Permitting and Entitlement
MFA assists clients with comprehensive land use permitting services. In addition to project applications such as design review, MFA assists clients in more complex land use policy issues, such as conditional use applications, zone and comprehensive plan changes, and facilitating intergovernmental agreements. With these services, MFA can help clients obtain entitlements necessary to develop their properties. MFA"s professionals are experienced in Washington and Oregon and maintain current knowledge of the regulatory landscape as well as policies applicable in major urban areas like Puget Sound and Oregon"s METRO region. Greenhouse gas, stormwater, solid waste, and Growth Management Act (Washington) represent groups of changing regulations particularly well known by MFA.
Geographic Information Systems (GIS)
MFA has significant experience applying GIS in the fields of engineering, environmental science, planning, landscape architecture, and natural resource management. GIS is a powerful tool that provides data visualization and analysis that can be used to answer challenging questions and make more informed decisions. For example, MFA uses GIS to describe intricate environmental-contaminant patterns, analyze hydrological features in a watershed, and study complex urban-development patterns. MFA"s GIS analysts are proficient at applying GIS to help public- and private-sector clients develop approaches for solving complex problems.
Environmental
Environmental Due Diligence
Environmental due diligence activities are performed on properties to ascertain potential environmental liability. These activities are conducted to support the Bona Fide Prospective Purchaser defense, the contiguous property owner liability protection, and the innocent purchaser defense afforded by federal All Appropriate Inquiries regulations. MFA works on a broad range of commercial and industrial projects, such as small office spaces, large industrial developments, and expansive timberlands.
Site Characterization
Site characterization activities are intended to assess the physical and chemical nature and extent of hazardous substances released to the environment. The goal of any site characterization is to minimize investigation while providing sufficient information to understand the nature and extent of impacts and the risk that those impacts may pose to the environment. MFA has performed site characterizations on numerous sites under both federal and state jurisdiction. From our extensive experience in negotiating scopes of work to our utilization of both conventional and innovative technologies and our efficient use of site data, MFA meets all required project data quality objectives and is a good steward of our clients" financial resources.
Risk Assessment
Risk assessments identify where and to what extent human populations or ecological species are being exposed to concentrations of contaminants in environmental media such as soil, groundwater, air, and sediment. MFA uses a variety of methods to characterize risks that contaminants may pose to human health and the environment. These complex human health and ecological risk assessments are tailored to efficiently meet the objectives of each project. In many cases, a risk assessment can limit or even preclude the need for cleanup efforts.

Greenhouse Gas Services
MFA"s greenhouse gas services provide organizations with the tools necessary to prepare for current and future regulations, take advantage of financial incentives, and form strategic partnerships. Through the application of standard accounting methodology as well as customized inventorying solutions, MFA develops a product that can publicly reported or used to track efforts and document early action.
Engineering
Remedial Design
Remediation can be straightforward but can also be very complex. Regardless of the complexity, MFA has the capabilities to complete the work. MFA has extensive remediation experience with a multitude of contaminants and technologies. This experience allows the design of systems or programs that efficiently address the specific needs of a site or project. MFA completes remedial designs for a wide variety of state and federal Superfund and RCRA sites throughout the northwest U.S. and Alaska.
Stormwater
The requirements for stormwater management and treatment have increased in recent years, and they will continue to increase into the future. MFA provides a full suite of stormwater-related services, and works with a broad range of industries, such as metal recycling, wood products, composting, chemical manufacturing, and ports. Our work encompasses the collection and reporting of stormwater data, the creation of stormwater management plans, the permitting of stormwater discharges, and the design and operation of stormwater treatment facilities. MFA is a leader in the application of advanced stormwater treatment systems.
