Air Quality Engineering
Industries across the country have been faced with challenges regarding air quality compliance since the passage of the Clean Air Act Amendments of 1990. With the amendments and associated Title V permitting requirements, even a small equipment change can become a complex exercise involving modification of the overall facility air permit. Mid-Atlantic’s staff has prepared a myriad of emission inventories, pre-construction and Title V air permit applications, and emission control strategies for industrial sources. We also assist numerous clients with regulatory applicability determinations, stack testing, dispersion modeling, and regulatory liaison.
Dry-Cleaning Services
The most commonly used dry-cleaning solvents are perchloroethylene and petroleum-based solvents. Perchloroethylene (perc) and petroleum solvents can cause health effects through exposure to vapors or contaminated soil or groundwater. Some estimates suggest that over 80 percent of all active and abandoned dry-cleaning sites have some form of subsurface contamination. Sites become contaminated as a result of spills from machines, air emissions and subsequent condensation from improper atomizers/evaporators, lack of secondary containment for waste storage, and improper disposal practices.
Environmental Compliance Management
Mid-Atlantic’s personnel review and audit industrial facilities for compliance with applicable environmental regulations. Our personnel prepare an appropriate audit protocol, visit the site, review operations, documentation, permits and equipment to ascertain compliance. Records and reports are reviewed to determine compliance with pertinent plans and permits. We then issue a final report that summarizes areas of concern that may eventually lead to fines and/or penalties and recommend a Corrective Action Program to rectify nonconformance and prevent recurrence. Mid-Atlantic’s audit team also consults and assists a client’s own audit team to ensure that client’s audits provide necessary checks to minimize environmental issues in the future.
Environmental Permitting
When constructing a new facility or expanding an existing facility, you can often benefit from turnkey environmental services. Mid-Atlantic offers comprehensive environmental permitting for new facilities, major expansions, and compliance purposes. To assist our clients with their environmental permitting and compliance needs, Mid-Atlantic prepares Environmental Impact Assessments (EIA) and Environmental Impact Statements (EIS), as well as specific permit applications (air, stormwater, etc.). We develop compliance monitoring and emergency response plans, including Health and Safety Plans and Risk Management Plans. Mid-Atlantic helps you by delineating and designing mitigation plans for wetlands. We provide management of cultural resource surveys and assessments. We also identify and mitigate potential impacts to protected wildlife and plants.
Hazardous Waste Services
A RCRA or Superfund (CERCLA) site designation can trigger a maze of regulatory requirements. The approach of Mid-Atlantic"s professional staff of licensed geologists, hydrogeologists, and engineers to hazardous waste services incorporates excellent working relations with the regulators as well as an intimate knowledge of the regulatory process. Combining this regulatory knowledge with a strong core of hydrogeologic, engineering, and technical business management expertise allows us to provide our clients with technically accurate and cost effective hazardous waste solutions that assure regulatory compliance. As a result of our regulatory and technical strengths, the North Carolina Superfund Section has approved Mid-Atlantic as a Registered Environmental Consultant (REC). The REC designation allows Mid-Atlantic"s Registered Site Managers (RSMs) to perform the state"s oversight role at voluntary cleanup sites.
