About Us
Established in 1927 as Toledo Testing Laboratory, TTL Associates, Inc. has grown to be a full-service environmental/health and safety, testing, and geotechnical engineering firm, serving private and public entities throughout the United States.
Established under the leadership of Thomas R. Uhler, P.E., CEO, as a Service Disabled Veteran Owned Small Business (SDVOSB), TTL is also EDGE certified by the State of Ohio. Today, TTL is led by Robert S. Ruse, Ph.D., P.E., LEED AP, as president. TTL has grown to multiple locations throughout Ohio and Michigan, and maintains a branch office to serve the Federal Government in Washington, DC.
TTL’s staff includes certified industrial hygienists; professional engineers; professional geologists; hazardous materials managers and technicians; environmental microbiologists; AHERA building inspectors and management planners; lead-based paint inspectors and risk assessors; environmental project management analysts; certified roof inspectors; mold, asbestos and lead inspectors; environmental research scientists and technicians; drilling experts; and geotechnical engineers.
TTL’s staff is supported by a Certified Independent Construction Laboratory for Quality Construction Material Testing Services. In addition, TTL’s in-house asbestos laboratory is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP).

Established under the leadership of Thomas R. Uhler, P.E., President and CEO as a Service Disabled Veteran Owned Small Business and is EDGE certified. TTL has grown to multiple locations throughout Ohio and Michigan.
Quality Assurance
TTL, an Independent Testing Laboratory (ITL), meets all the basic requirements of ASTM E329-93b, “Practice for Use in the Evaluation of Testing and Inspection Agencies As Used in Construction”. We are accredited to perform construction materials testing by the American Association of State Highway and Transportation Officials. The Ohio Basic Building Code identifies TTL as an authorized, accredited agency. Additionally, our laboratory is validated by the U. S. Army Corps of Engineers.
Our quality system, audit and review procedures are contained in the TTL Quality Assurance Manual. It meets the criteria of the American National Standards Institute (ANSI) N45.2 (1971) and provides assurance that tests or inspections will be performed in accordance with established and accepted procedures and criteria. This manual also details procedures to ensure TTL performs only tests that we are staffed, equipped and qualified to perform.
TTL is responsible for maintaining an effective quality control system. The quality control system consists of plans, procedures, and organization necessary to produce an end product, which complies with the contract requirements. The system covers all construction operations, both on-site and off-site, and is keyed to each proposed construction sequence.
