It was a business created in response to government regulation. The now infamous EPA 40-CFR-280, established the first federal minimum standards governing underground storage tanks (USTs) and piping. It was for good reason. There were several million USTs in the U.S. containing petroleum or other chemicals and tens of thousands of them were leaking their hazardous chemicals into the ground, commonly contaminating ground water supplies, the source of drinking water for half of the country’s population.
