RCRA TRIAL BURN TESTING OF INCINERATORS RECEIVING GASEOUS, SOLID, AND LIQUID WASTE STREAMS Under contract with a major international chemical manufacturing firm, AirSource Technologies was retained to:• Prepare and/or review Test Plans and QAPP Plans• Coordinate test strategies and resolve technical issues with regulatory personnel• Conduct Trial Burn testing and waste feed sampling• Coordinate laboratory analyses of stack and waste feed samples• Prepare Final Report and conduct Quality Assurance ReviewEMISSION INVESTIGATION STUDYA client requested a study to determine the makeup and quantity of emissions from a variety of plant production sources. Testing included total particulate, PM10, total hydrocarbons, and speciation of potential Hazardous Air Pollutants (HAPs) by on-site extractive FTIR. Certain sources were also sampled and analyzed for volatile and semi-volatile organics. Eight separate sources were evaluated during the investigative study, which provided process data necessary to properly design the client’s air pollution control systems. RESEARCH INVESTIGATION AND COMPLIANCE TESTINGWorking with a consultant to a consortium of charcoal production companies, AirSource Technologies provided technical direction and specialized field-testing services at a variety of locations.This study focused on potential emissions from varying types of charcoal kilns and involved simultaneous monitoring of VOCs, particulate and priority pollutant gases (CO, NOX).AirSource Technologies led negotiations with EPA to develop test methodologies for this difficult sample matrix. EPA technical staff observed the testing and accepted the test results in full.INVESTIGATIVE AND COMPLIANCE TESTING OF GAS TURBINE RETROFIT Employing Method 20, AirSource Technologies performed NOX testing for a newly constructed power generating facility at a Midwestern municipality. Twin gas turbines, converted from commercial aviation applications, drive a common generator. The respective stacks from the turbines were tested individually, both initially for assessing operational performance and, again for compliance demonstration purposes.AirSource Technologies, Inc. l 20505 W. 67th Street l Shawnee, KS 66218 l 913.422.9001 l www.airsourcetech.com7SCRUBBER STUDY — CHROMIUM REMOVAL EFFICIENCYAirSource Technologies was retained to conduct inlet/outlet testing of two wet scrubbers treating emissions from a battery of hard chrome plating circuits. Employing Method 306 to optimize test precision for determining total chromium, our scientists completed the testing expeditiously despite contending with subzero temperatures & heavy snows from a major winter storm.MACT COMPLIANCE DEMONSTRATION TESTINGAirSource Technologies was contracted to perform a range of test measurements required by the promulgation of the Secondary Aluminum MACT standards, on behalf of a firm specializing in smelting and casting of recycled aluminum for manufacture of automotive parts. Testing included measurements of Hazardous Air Pollutants for establishing Area vs. Major Source Determinations, as well as dioxin/furan compounds associated with chlorine emissions from fluxing operations.ROD MILL AND COOLING PEN EVALUATIONWorking on behalf of a scrap steel recovery, remelting and product fabrication firm, AirSource Technologies conducted particulate testing and continuous emission monitoring of a rod mill exhaust stack. In addition, testing was performed to determine NOX emissions associated with a slow cooling pen associated with ball mill production.OVERALL APC SYSTEM FLOW STUDYFor this same firm, AirSource Technologies conducted an APC system flow study. This study entailed simultaneous flow traversing and data recording associated with a network of massive main ducts, most requiring twenty-foot probes for test purposes. Interpolation of resultant data provided system redesign criteria, which ultimately resulted in substantial improvement in system performance.FACILITY WIDE VISIBLE EMISSION EVALUATION AND NSPS PERFORMANCE TEST PROGRAMIn support of a Title V submittal project, AirSource Technologies conducted a facility-wide evaluation of a major portland cement production facility. Extensive photo-documentation and Performance Testing verification was conducted in conjunction with this program. MELTING FURNACEAirSource Technologies was contracted to perform a range of test measurements for a leading aluminum casting firm operating melting furnaces in the Midwest. AirSource Technologies has worked with a large Midwestern hospital providing comprehensive services to demonstrate ongoing compliance with city/county air regulations. These tests routinely involve testing for metals, particulate, HCl, dioxins/furans, and typical CEMS.RECOVERY SYSTEM/AFTERBURNER VOC SPECIATIONIn order to demonstrate compliance control of a VOC recovery/afterburner installation, AirSource Technologies conducted on-site GC speciation of VOC constituents by Method 18 collecting samples continuously around-the-clock in large summa canisters. Samples were then analyzed “Real Time” by field chromatographers.STEAM POWER PLANT AIR LEAKAGE STUDY In order to evaluate overall plant and control system performance, this utility retained AirSource Technologies to conduct detailed measurements of volumetric flow, oxygen, and carbon dioxide levels in huge main ducts in the Economizer Outlet, Air Heater Inlet, and Exhaust Stack locations.Using twenty-foot sampling probes equipped with CEM sample connections and Pitot measurement lines, the AirSource Technologies scientists traversed these ducts and stacks, while continuously recording concentrations of each parameter.NSPS NEW FACILITY COMPLIANCE DEMONSTRATIONFollowing construction of one of the largest automobile battery manufacturing facilities in the nation, AirSource Technologies was retained to provide compliance test services specifically targeting lead emissions. Working from a very strict protocol requiring extensive blank train evaluations due to a history of contamination problems inherent with battery plant testing, AirSource Technologies tested some twelve different process sources with all runs “passing” and with no detectable background contamination.SEWAGE SLUDGE INCINERATOR PERFORMANCE TEST AirSource Technologies provided Incinerator Performance Testing Services and Relative Accuracy Testing of a CEM system associated with the incinerator.VOC ABATEMENT SYSTEM COMPLIANCE DEMONSTRATIONAirSource Technologies was retained to conduct a system-wide simultaneous evaluation of VOC emissions and Destruction and Removal Efficiency of a Thermal Oxidizer. Using five FID detectors, we measured two process inlet streams entering a dual carbon concentrator system. We then measured two concentrator outlet locations feeding a Regenerative Thermal Oxidizer (RTO), and the stack exit from the RTO.The precision and repeatability of the test runs allowed our client to file a permit modification changing this facility from an Intermediate Source to a Deminimus Source with substantial cost savings and elimination of much of their regulatory reporting requirements.LIME KILN EXHAUST EMISSION INVESTIGATIVE STUDYAirSource Technologies was retained by one of the country’s leading lime producers to assist them in evaluating the effects of kiln/scrubber operating conditions on particulate and gaseous emissions.A systematic test plan was developed wherein our client made specified adjustments to kiln and scrubber operating parameters while corresponding testing was taking place. Using proprietary techniques, AirSource Technologies provided “real-time” particulate results. COBB: OWNER / PRESIDENT / PROJECT MANAGER Mr. Cobb currently serves as President and Project Manager for AirSource Technologies. In this capacity George routinely serves as Project Manager for major RCRA and CPT Trial Burn programs associated with hazardous waste incineration in cement kilns and chemical manufacturing waste disposal. He has directed more than 20 trial burn projects typically managing Test Plan preparations, site coordination, analytical support services, report preparations and Quality Assurance review.Prior to joining AirSource Technologies in 1990, George enjoyed a seventeen-year association with Midwest Research Institute, where he was a key participant in dozens of other trial burn programs at various hazardous waste incineration facilities. He was directly involved in the development and evaluation of various sampling trains and methods, and was actively involved in the development of the volatile organic sampling train (VOST) under contract to the EPA.George has extensive experience with most EPA test methods and has special expertise in determination and speciation of volatile and semi-volatile organic compounds including dioxin/furan compounds, as well as particle size distribution studies. George received a B.S. in Chemistry with a minor in Biology in 1973 and an M.B.A. in 1980. He specializes in operating instrument analyzer systems, and has performed emission testing and CEM certifications for a variety of industries regulated under CFR Parts 75 and 60. Additionally, Pete has played a key role in the conduct of many RCRA Trial Burn, Risk Burn, and Comprehensive Performance Test programs.Pete’s strong technical background is essential in the operation and maintenance of today’s continuous monitoring equipment. He is skilled in instrumentation systems, electronics, physical measurements and computer programming. With over 500 field projects, some 300 as project manager, he has had the opportunity to work in nearly all areas of production and manufacturing. He is also very experienced with grain storage, grain processing, and grain transport facilities. He also conducted environmental testing including Source testing, UGST, AGST and underground pipeline testing equipment evaluations. He has also worked as a tribologist and assisted chemists and engineers solve in-house and client problems on designated projects requiring failure analysis. Jim brought a wealth of experience with him to AirSource Technologies, including the preparation of proposals, project budgets, work plans, site-specific test plans, quality assurance project plans, and final reports. He evaluated test plans prepared by other contractors for projects to determine the performance of hazardous waste incinerators, municipal waste combustors, and other processes that affect air quality. Jim performed the hands-on preparation and execution of pretest site surveys and emissions sampling and monitoring tasks. He worked with clients in assessing test requirements for regulatory compliance, test protocols for their testing activities, and procedures for implementing emission reduction demonstrations. Previously, Jim participated in U.S. EPA-sponsored work assignments that involved emission standards development and project-specific quality assurance.
