CDMS compiles all necessary information for permits, prepares and submits the applications and interfaces with local and federal air permitting agencies to acquire the permit. We are well versed on the Air Quality Management District’s rules, and we are a Certified Permit Professional from the District. This enables us to process permits on a fast track basis.
Source/Stack Testing
Source/Stack Testing
CDMS conducts air emission source tests on air exhaust stacks to determine the level of emissions to the outside air. These tests are conducted at the client’s location, and are performed according to the Air Quality Management District’s test procedures. Complete laboratory analysis is performed and detailed reports are prepared. These results are used to confirm permit conditions and to determine emission control performance.
Environmental Air Quality Risk Assessment
CDMS conducts studies to analyze the effects on the environment for businesses that emit hazardous air pollutants into the environment. These studies are often required by local agencies. CDMS is approved by Air Quality Management Districts to perform these studies.
AB 2588 Reporting (California Only)
CDMS offers this service to fulfill reporting requirements of California’s air quality regulations. This includes the development and application of Emission Factors, Emission Inventory Reporting, and Toxic Hot Spot Reporting.
Clean Air Act Audits
CDMS offers a service to conduct an air permit audit of the client’s facility to determine the status and requirements necessary to comply with the local Air Quality Management District and the Federal Clean Air Act.
Title V
CDMS offers a full range of Title V permitting services necessary to meet the regulatory requirements. These services include:
Create an inventory of all regular sources of emissions and calculate the levels of emissions and potential emissions to determine the permitting requirements of the client.
Determine Operational Flexibility Requirements to enable the client to be able to expand future operations and avoid additional permitting fees. CDMS and the client jointly develop operational scenarios that will provide flexibility with the Title V permit regulation.
Prepare all the required permit applications for submittal of the Title V permit.
Annual Emissions Report (AER) – Due March 1st each year
Facilities emitting 4 tons or more of VOC, NOx, SOx, SPOG, or PM (with some lower thresholds for TAC’s) are required to submit an Annual Emission Report by March 1st each year. In addition, if the facility is identified as a Phase II AB2588 facility, you are also required to report your quadrennial air toxics emission inventory through the AER Program this year.
It is each facility’s responsibility to account for all emissions whether or not the emissions or equipment require a permit.
CDMS can assist facilities in assuring compliance with this regulation, including:
- Conducting a survey at the facility to determine the emissions sources that are regulated under AER requirements
- Determining the usage level of each listed chemical, including determining emissions for each listed chemical
- Reviewing the permit conditions of existing permits
- Confirming emission rates for potential emission sources
- Conducting emissions calculations
- Preparing the final Emissions Report
- Reviewing hazardous waste shipments of recycled materials to determine the eligibility of emissions credits
