Air Quality Management Services
CDMS compiles all necessary information for permits, prepares and submits the applications and interfaces with local and federal air permitting agencies to acquire the permit. We are well versed on the Air Quality Management District’s rules, and we are a Certified Permit Professional from the District. This enables us to process permits on a fast track basis.
Waste Management Compliance Services
CDMS can assist with compliance issues related to the generation, storage, and shipping of hazardous waste. We are familiar with both California Title 22 waste requirements as well as Federal RCRA and DOT shipping requirements. We have experts who are familiar with requirements and are in regular contact with the Department of Toxic Substance Control (DTSC) to ensure the latest requirements are being met. Tiered Permitting Treatment Permit Services
Those facilities that treat hazardous waste on-site are required to have a Tiered Permit. Treatment is any method, technique, or process which changes or is designed to change the physical, chemical, or biological character or composition of any hazardous waste or any constituent contained within the hazardous waste, or removes or reduces its harmful properties or characteristics for any purpose including, but not limited to, pH adjustment, removal or reduction of metals, oil/water separation, precipitation, evaporation, or reduction in volume. The governing laws are the Health and Safety Code (HSC) and 22 CCR.
Phase I Property Assessment Services
CDMS has Registered Environmental Assessors on staff who perform environmental assessments to determine the potential impact on a property site where hazardous materials have been used. This service is usually required when property is changing ownership, when bank loans are needed, when property owners want to determine the level of compliance their tenants are maintaining, or to meet certain regulatory requirements such as Tiered Permitting. CDMS’s Phase I assessments follow ASTM standards and address site record searches, site observation, and past site historical usage to identify potential areas of contamination.

Wastewater Discharge Permitting Services
All dischargers of industrial wastes are required to obtain a permit from the Environmental Compliance Section.CDMS will evaluate the Client’s Industrial Wastewater to determine if an Industrial Wastewater Permit Application is required by the local POTW.
