Emergency action plans and evacuation models

An emergency management plan outlines the actions that should be carried out by different groups or “responders” as an emergency event unfolds. It also provides important background information on the conditions in the affected area. HR Wallingford has developed a methodology for assessing the completeness of emergency plans, and a framework for helping planners improve and set up new plans.

There are several tools that can be used to inform the content of emergency plans. A subset of these provides information on evacuation times and routes, and the likely number of fatalities that could occur. We have developed the Life Safety Model; an agent-based model that simulates the dynamic interaction between the population of an area and the flood hazard.
