If the likely effects are unacceptable, design measures or other relevant mitigation measures can be taken to reduce or avoid those effects. The requirement to complete an EIA falls under Council Directive 85/337 (amended by 97/l l/EC). The EIA process will influence project design to ensure that environmental concerns are addressed. The outcome from the EIA process will be dependent on the nature and scale of the proposed development and will result in a document known as an Environmental Impact Statement (EIS). This document introduces and describes the project, the existing environment, potential and predicted impacts and detailed mitigation measures if required. This EIS can be relied upon and referred to by decision makers throughout the planning process including at Oral Hearing.
