Environmental Management Plans Services
Decision Making Authorities who are assessing the environmental impacts arising from the implementation of a project often require the development of Environmental Management Plans (EMPs). Regardless of the level of assessment, a proponent (developer or an organization) may be required, or seek to demonstrate, that the proposed development is managed in an environmentally responsible manner. This is often achieved through the completion of an EMP that identifies important assets and potential impacts, describes management techniques and outcomes to avoid or mitigate impacts and measure environmental performance.
EMPs can provide an opportunity for key stakeholder groups to provide input to a project and the information made available to the public. Ministerial conditions and commitments arising from a formal environmental approval are legally binding and formally audited. It is the responsibility of the proponent, developer or organisation to take the necessary steps (or to ensure contractors implement management strategies) to meet the commitments and all relevant environmental management.
Environmental management plans can outline:
- Project commitments made in referral documents, bulletins and ministerial statements.
- Environmental objectives that describe what is intended to be achieved for each environmental issue.
- Contractor’s responsibilities that outline the action that will be undertaken by the contractor to achieve the environmental objectives and give effect to environmental conditions and commitments.
- Principal responsibilities for the implementation of environmental commitments as defined in the environmental documents.
- Compliance criteria and key performance indicators that describe how the implementation of each contractor’s or operator’s responsibilities will be assessed for performance against the environmental objectives.
- Specifications that provide a technical description of the activities required under the contract to ensure responsibilities are met.

EMPs are tailored to meet proponents environmental approval requirements and can be aligned with corporate environmental management systems and policies. The EMPs detail specifications and procedures covering site requirements, necessary licences and approvals. Examples of environmental management plans include:
- Air pollution, dust and emissions management including greenhouse gases.
- Construction Environmental Management Systems, Plans and Frameworks (CEMS/CEMP/CEMF).
- Dredging and spoil disposal management.
- Dieback and hygiene measures including weed control.
- Erosion control - site runoff and river management.
- Fauna protection - terrestrial, marine and subterranean fauna.
- Fire control.
- Flora and vegetation protection - clearing management, forest product utilisation, rehabilitation.
- Heritage (European and Aboriginal).
- Noise - blasting and vibration management.
- Nutrient and irrigation management.
- Soil contamination – site assessment and remediation action plans.
- Storage and handling of hazardous materials.
- Waste disposal.
- Water quality - marine, surface and groundwater quality – monitoring, discharge management and protection.
These plans along with audit outcomes can be used to demonstrate a Client’s successful management and mitigation of environmental impacts and provide evidence of environmental due diligence.
Experience
360 Environmental has been involved in many State and Federal environmental assessments and approvals on behalf of Clients. Staff have demonstrated experience in the authoring and review of environmental management plans from both regulatory and industry perspectives.
