Spill Prevention, Control & Countermeasure (SPCC) Services
SPCC plan or Spill Prevention, Control, & Countermeasure plan was promulgated through the Oil Pollution Prevention Regulation codified at 40CFR Part 112 and enacted in 1974 by the US Environmental Protection Agency (EPA). As part of the Clean Water Act (CWA) an earlier federal law adopted in 1972 the EPA adopted the Oil Pollution Prevention Regulation. This regulation established requirements for prevention, preparedness and response to oil discharges at specific non-transportation related facilities.Additionally, the regulation was announced in response to large oil spills that contaminated oceans, rivers, and/or other water bodies as a means of spill prevention. Spill prevention was aimed at protecting surface water, soil and groundwater. Furthermore, this ruling promulgated facilities that use or store oil to develop SPCC plans to prevent the discharge of oils from reaching navigable waters of the U.S., adjoining shorelines, and to contain oil discharges.
SPCC Plan Criteria Applicability
- Facilities with”reasonable expectation of an oil discharge” to waterway or adjoining shoreline;
- Facilities with an above ground aggregate oil storage capacity greater than 1,320 gallons;
- Facilities with an underground aggregate oil storage capacity greater than 42,000 gallons.
