State Infrastructure
State infrastructure projects are the core market for BEM’s environmental consulting and information management services. Many of these projects, some of the largest in the country over the past 20 years, have been constructed utilizing the Design-Build-Operate and Maintain (DBOM), Design-Bid-Build (D-B-B), and Design-Build (D-B) project delivery systems and involved state and federal funding, and funding from Public-Private Partnerships (PPP). BEM understands the complexities involved with the planning, environmental compliance and property acquisition process, and the need to work effectively within the context of large capital programs. By using information technology as an integral part of that process, we have developed and mastered the use of innovative and value-added project solutions within fast-track schedules, under tight budget constraints, and with changing delivery systems.Through our experience, we have learned that four critical components, if not addressed and managed effectively, can have significant impact on the schedule and budget for any public works project. BEM has seen time and again the scope and complexity of these components substantially impair the capital project to reach construction. To streamline project execution, we have integrated environmental consulting and information management services into a “hybrid” organization that understands the project objectives, schedule, and budget requirements of public agencies. BEM has combined our core environmental services with custom applications that focuses on the environmental, right-of-way, and utilities from early planning to construction. This integrated approach captures the process with one time data entry of important milestones, activities, and costs in real time from project inception to completion to improve communication between various stakeholders and to reduce errors.
