State Infrastructure

State infrastructure projects are the core market for BEM’s environmental consulting and information management services. Many of these projects, some of the largest in the country over the past 20 years, have been constructed utilizing the Design-Build-Operate and Maintain (DBOM), Design-Bid-Build (D-B-B), and Design-Build (D-B) project delivery systems and involved state and federal funding, and funding from Public-Private Partnerships (PPP). BEM understands the complexities involved with the planning, environmental compliance and property acquisition process, and the need to work effectively within the context of large capital programs. By using information technology as an integral part of that process, we have developed and mastered the use of innovative and value-added project solutions within fast-track schedules, under tight budget constraints, and with changing delivery systems.

Management Information Systems

BEM’s web-based, Geographic Information System (GIS)-enabled software suite consists of the following solutions: PAECETrak − Complete property acquisition, management, and disposition system integrated with GIS. UTrak – Utility management system for tracking and managing of relocation and/or modification of utilities. AdTrak - Outdoor advertising asset management. PTrak – Permit management system for tracking and managing local, state, and federal permits. CRM (Community Relations Management)− Tracking, management, and repository for all communiqués and mass mailing, with statistical reporting to display trends in communityrelated concerns. BEMIS − Environmental data management and reporting with on-line GIS analysis and mapping. MatTrak − Material management for tracking and remedial cost recovery support with embedded GIS.

Remediation

BEM supports the development of an environmental liability management approach to best meet our client’s business goals. Our remediation approach couples our in-depth knowledge of regulatory compliance issues, risk-based decision making and experience with the implementation of proven and innovative remediation technology. Our service goal is to quickly ascertain the regulatory and business drivers to develop an approach that reduces our client’s capital and long-term cleanup costs.

Environmental Planning & Compliance

BEM Systems employees understand the ever-changing local, state, and federal environmental regulations and we offer environmental planning, permitting, auditing, and other regulatory compliance services to ensure our clients comply with all regulations. BEM has qualified professionals with experience to support clients with their environmental planning and compliance needs. Additionally, BEM has developed compliance software modules to streamline compliance assessments, monitoring, permits, and reporting.

Natural and Water Resources

Numerical Modeling

BEM has expertise in developing and utilizing a range of numerical modeling tools to help guide decisions affecting natural and water resources. These include advanced model programming and development emphasizing simulation and analysis of hydrologic/hydraulic systems.

Water Resources Engineering

BEM’s professional engineers, geologists, and scientists provide a vast level of knowledge and experience in water resources engineering services, integrating engineering design and construction capabilities with understanding of environmental science, regulations, and policy. We have developed novel solutions for a variety of restoration and remediation projects including design/implementation of best management practices and identification of methods to mitigate environmental impacts during coastal construction. We have advanced knowledge of hydrogeology and hydrologic/hydraulic systems, which are at the center of water resource projects.

NEPA Compliance

BEM scientists and ecologists can provide NEPA compliance expertise to a wide range of clients. Our approach couples our in-depth knowledge of regulatory compliance issues, experience in remediation and restoration, hydrologic and ecologic modeling, and Phase I Environmental Site Assessments. We can support the full NEPA compliance process, from scoping, Environmental Impact Statement and Environmental Assessment preparation, to Water Quality permit application and Coastal Zone Management Act compliance.
