Spard - Outage Management System (OMS)
SPARD OMS (Outage Management System) allows a simulated or real time operation (if connected to SCADA) of the electric network. It serves the control center operator as a visual geographical platform, to execute and to observe operations (opening and closing breaking devices or any points of the grid). In addition, it automatically records outages including affected customers and equipment, calculating reliability of service indicators, in order to meet requirements of government regulation.
GEOGRAPHIC DISPLAY
In OMS, the network map is geographically visualized. It shows the High, Medium and Low Voltage grid and the base map, mapping the circuits with colors and to identify de-energized lines. The change of topology is shown immediately. Tracing options allow the operator to visualize the upstream connectivity, downstream and between two points.
CIRCUIT ANALYSIS AND AFFECTED CUSTOMERS
Identification of elements and customers and/or affected transformers when a fault occurs in any element of the electric network. This information is accumulated in an historic database for further analysis and for reporting.+
CREW AND WORK ORDER MANAGEMENT
This module helps the operator with assigning a crew to an event (outage case), and dispatch with a work order; initially to inspect, then to repair the fault or carry out maintenance. Events are presented to the operator on a grid display and in different colors according to its state, for example: Predicted Event, Crew not yet Assigned, Repair in Progress, Closed Event.
The system registers the time dedicated to an event, the type of event, employed human resources and materials. Through an AVL system, the operator can follow the vehicles by means of geographical visualization.
REPORTING REQUIRED BY REGULATION
Current and historic system reliability international indicators (e.g. IEEE 1366 (SAIDI, CAIDI, SAIFI…) DES, FES, ITAD, etc.) as required by regulation, programmed and non – programmed event reports and statistics. The OMS delivers reports required by the SSPD, according to the CREG Resolution 097, or any regulators in other countries.
INTERFACE TO SCADA
Through a real time interface to a SCADA system, the OMS integrates the operation of equipment (breakers, switches) telecontrolled by SCADA, with the non – telecontrolled equipment, whose operation is simulated by the OMS. Additionally, OMS has an integrated power flow to analyze the distribution network in real time.
MANEUVER SIMULATION
Applies the OSE (Operative Sequence of Events) logic, which allows recording of maneuvers (operations), load transfers and partial restoration at High and Medium Voltage levels. Given that this recording is done with operative criteria and over the network’s complete topology, outage duration and frequency indicators of interruptions are calculated in an exact way.
FAULT LOCATION AND EVENT MANAGEMENT
OMS has a fault localizer that suggests the fault location, by creating a “predictive” event. The program automatically associates incoming calls from the TCS / CONTACT CENTER to an existing event. After confirmation of the fault, it becomes a “confirmed” event. In the absence of an existing event, the system creates a new one. Thus all new incoming calls are automatically associated with an event because SPARD® has a complete network topology model.
EVENT PRIORITY
The program creates statistics for each event, as for example: the number of customers affected, number of transformers, critical customers, energy not supplied, load in kW, etc., so that each event is assigned either a qualitative or quantitative priority.
